Who must subscribe to ILOE

The scheme covers two categories of insured persons:

  • Employees of private-sector employers registered with MOHRE.
  • Federal-government employees covered by the law.

The scheme excludes investors (people who own and operate their own business), domestic workers, temporary-contract employees, juveniles below 18, and retirees who have a pension and joined a new job, per the official scheme summary on u.ae.

The two subscription categories and what they cost

To receive a payout, all of the following must be true at the date of the involuntary termination, based on the eligibility rules published on iloe.ae and the u.ae scheme page:

  1. You had been subscribed to ILOE for at least 12 consecutive months before the loss of employment.
  2. The loss of employment was involuntary — not a resignation, not a dismissal for a disciplinary reason under the UAE Labour Law's just-cause article, and not a contract-end mutually agreed in advance.
  3. You are not on a labour complaint that shows you absconded.
  4. You did not receive the termination because of fraud or a disciplinary case.
  5. Your subscription premiums are fully paid and not in arrears.

If any of the six fails, the claim is rejected — but you can still re-qualify for future events by continuing to subscribe.

How to file a claim — the 30-day window

You must submit the ILOE claim within 30 days of the date of the loss of employment, per the official claim-submission page on iloe.ae. Late claims are rejected by the insurer, with no discretion for the employee to extend the deadline outside the documented exceptions.

The claim is filed directly through iloe.ae or the ILOE mobile app — you do not need a lawyer, an HR letter, or a third-party broker. The portal validates eligibility against the MOHRE termination record, calculates the entitlement, and pays the approved monthly benefit directly to the employee's bank account.

The benefit equals 60% of the average basic salary over the six months preceding the termination, subject to the category cap (AED 10,000 for Category A, AED 20,000 for Category B), per the calculation rule on iloe.ae. It is paid for a maximum of three consecutive months per claim, and the lifetime cap across an insured person's working life in the UAE is twelve months of total compensation under the scheme.

The benefit stops earlier if the insured person finds a new job, leaves the UAE, or fails to comply with documentation requests from the insurer.

Fines for non-subscription or unpaid premiums

ILOE is mandatory, and MOHRE enforces it through the work-permit system. The two published fines are:

  • AED 400 — for failing to subscribe to the ILOE scheme by the applicable deadline.
  • AED 200 — for failure to pay subscription premiums for more than three months after they fall due.

  • Filing the claim after the 30-day window — the most common single reason for rejection.
  • Confusing resignation with redundancy. A voluntary resignation is not an eligible event under the ILOE Law.
  • Assuming the payout replaces gratuity. It does not — your end-of-service gratuity is owed separately by the employer under the UAE Labour Law.
