How to Cancel a Partner, Investor or Freelance Visa in Dubai (2026)

You do not hold an employment visa, so nobody at the labour ministry can cancel it on your behalf. A partner, investor or freelance residence permit is self-sponsored. Unwinding it means touching two files at once — the trade licence that justifies the permit, and the residence record held by immigration. Get the order wrong and the whole file stalls at the counter.

Direct answer. Cancelling a partner, investor or freelance visa in Dubai is a two-stage process, not a single form. You first remove or amend the licence-side basis for the permit — the partner entry on the trade licence, the establishment card, or the freelance permit — and only then cancel the residence file with the General Directorate of Residency and Foreigners Affairs (GDRFA) in Dubai, or with the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) where the file is held federally. Why this is different from cancelling an employment visa

The employment route and the self-sponsored route run on separate rails, and the difference decides who files.

An employment visa sits on a work permit issued by the labour ministry for mainland employers, or by the relevant free-zone authority. A partner, investor or freelance permit has no employer above it. Your own company, or your own freelance permit, is the sponsor. That produces three practical consequences:

  • For an investor or partner there is no work-permit layer to cancel first, so nothing at the labour ministry gates the file. A mainland freelance permit is the exception: Article 45 of Cabinet Resolution No. 65 of 2022 grants the green residence permit for self-employment only on the condition that the holder obtains a free work permit from the Ministry of Human Resources and Emiratisation (MOHRE), so that permit has to be dealt with alongside the licence step.
  • The licence authority — Dubai's economic department for mainland companies, or the free-zone registrar — becomes the first stop instead.
  • Nobody else has an incentive to finish the paperwork for you. If you leave it half-done, the exposure is yours.

The three permits people call a "partner visa"

Three different residence categories get grouped under one everyday label, and each has its own licence-side anchor.

Under Cabinet Resolution No. 65 of 2022, the residence categories relevant here sit in distinct provisions — two in the main body of the Resolution, one in the Golden Residence Annex attached to it:

  • Green residence permit for an investor or partner — Article 41 allows the authority to grant a green residence permit to a foreigner residing in the country as an investor or partner in a commercial project, subject to approval of the investment under the investor classification system.
  • Green residence permit for self-employment — Article 44 provides the self-employment track, which is what a freelance permit holder normally sits on.
  • Golden residence for investors — Articles 6 to 8 of the Golden Residence Annex to Cabinet Resolution No. 65 of 2022, applied by Article 77 of the Resolution itself, cover the ten-year golden categories, including investors in public investments and in real estate. Annex Article 8 sets an investment threshold of AED 2,000,000 for the investor category: a deposit of no less than that amount in an investment fund or a national bank, capital of no less than that amount in a new enterprise, or a partner's financial share of no less than that amount in an existing or new company. Note the numbering trap — the Annex runs its own article sequence, so Article 8 of the main body is about entry-visa conditions, not golden residence.

The category matters because it determines which document proves your residence basis, and therefore which document has to be amended or surrendered before immigration will close the file. The two layers you have to unwind

Cancellation only works from the licence side inwards.

Think of the permit as a stack. At the bottom is the commercial reality — a trade licence naming you as partner, an establishment or immigration card in the company's name, and a share entry in the memorandum of association. On top of that sits the residence visa itself and the Emirates ID that mirrors it. Immigration will not usually close the upper layer while the lower layer still says you are an active partner with an open immigration file.

Step-by-step: cancelling a partner or investor visa in Dubai

The order is fixed — licence first, dependants next, principal last.

Step 1 — Settle the licence-side basis

Decide, on the commercial side, what actually happens to your stake. There are only a few real options, and each produces a different document:

  • Surrender of a freelance permit. If your residence sits on the self-employment track instead of a shareholding, the freelance permit is the anchor rather than a partner entry — and where that permit is the MOHRE free work permit required by Article 45 of Cabinet Resolution No. 65 of 2022, it has to be closed with the ministry as well as with the authority that issued the freelance licence.

Until one of those is done and the amended or cancelled licence is issued, you are still, on paper, the partner the visa was granted to.

Step 2 — Cancel dependants before yourself

Anyone you sponsor — spouse, children, domestic worker — must be cancelled or transferred to a new sponsor before your own file closes. A dependant cannot outlive the sponsor's residence file. If a spouse is moving to their own employment visa, the transfer should be arranged so there is no gap between the two.

Step 3 — Close the company's immigration file

Where the company holds an establishment card or an immigration file of its own, that file is dealt with alongside the licence. A mainland company file sits with GDRFA Dubai; a free-zone company file usually sits with the free-zone authority, which then routes the residence step onwards.

Step 4 — Cancel the residence permit

The residence cancellation itself is filed through the GDRFA Dubai service channels for Dubai-issued files, or through the ICP service channels where the file is federal. Free zones cancel through their own authority, not through the labour ministry, and the residency step still runs through immigration.

If your partner or freelance permit was issued by a free zone, the free-zone registrar owns the licence-side step and its own establishment-card record. It then coordinates the residence cancellation with GDRFA or ICP. The practical differences from a mainland file are:

  • The amendment or cancellation form is the free zone's own, not the economic department's.
  • Some zones require clearance from their leasing or flexi-desk arm before releasing the file.
  • Timelines vary by zone rather than by law.

Documents you will typically be asked for

The list is short but unforgiving — a missing original stops the file.

  • Original passport of the visa holder, plus copies of the visa page and Emirates ID.
  • The amended trade licence, the share-transfer or withdrawal document, or the liquidation certificate.
  • The company's establishment or immigration card, where one exists.
  • Proof that dependants have been cancelled or transferred.

Fees and timelines

No honest article can give you a single number here, and any that does is guessing.

Cancellation charges are split across at least three counters — the licence amendment or cancellation, the company immigration file, and the residence cancellation itself — and each is set by a different authority. On timing, the honest answer is that the residence step is usually the fast part and the licence step is the slow part. A clean share transfer with a cooperative co-shareholder moves quickly. A contested one does not.

Grace period and overstay fines after cancellation

You do not have to leave the day the visa is cancelled, but the clock is real and it is capped.

Article 64 of Cabinet Resolution No. 65 of 2022 provides that an administrative fine of not more than AED 100 is collected for each day a foreigner stays in the country unlawfully, and that the fine starts running the day after the permitted post-cancellation period expires. That permitted period is set by resolution for each category of resident, on the condition that it does not exceed six months in total from the date of cancellation or expiry of the residence permit.

When the licence step is blocked

A shareholder who will not sign is a commercial dispute wearing an immigration costume.

The residence file cannot move while the licence still names you, so a co-shareholder who refuses to execute the share transfer effectively freezes your exit. The remedies are commercial and judicial, not immigration ones: enforcing the exit mechanics in the memorandum or shareholders' agreement, or filing before the competent court. Do not respond by simply leaving the country with the file open. Dubai, Abu Dhabi and the northern emirates

The law is federal; the counter is local.

Federal Decree-Law No. 29 of 2021 and its executive regulations apply nationwide, but the residency directorate you deal with depends on where the file was issued.
