Article (3)
Types of Licenses
The Authority shall issue Licenses to practice Land Transport activities in accordance with the
following conditions and procedures:
1. Licensing for Sole Proprietorships:
It is permitted to practice Land Transport activities in accordance with the following
conditions:
First: Establishments that own no more than ten (10) Means of Transport:
a. The owner shall be a citizen of the United Arab Emirates.
b. A copy of the commercial license shall be submitted (after the competent employee
has examined the original).
c. A request for a License shall be submitted on the Form prepared for this purpose by

the Authority.
d. The type of activity for which the License is requested shall be specified in the
application.
e. Proof of ownership of the Means of Transport shall be provided, or lease contracts
shall be submitted for their accreditation by the Authority if the applicant is a lessee or
operator.
f. The Means of Land Transport shall be equipped with safety means and meet all
technical conditions required by the licensing authorities and the Emirates Authority
for Standardization and Metrology.
g. The specifications of the Means of Land Transport in terms of dimensions, loads,
weights, and their equipment with safety and security means shall meet all technical
conditions required by the licensing authorities and the Emirates Authority for
Standardization and Metrology.
h. Obtain approvals from the Competent Authorities for licensing.
i. Obtain an Operating Card for each Means of Transport in accordance with the
provisions of this Regulation.
j. Submission of a special power of attorney for the person in charge and the specimen
signature approval.
k. Provide the Authority with evidence of the locations designated for the depots of the
Means of Transport when they are out of operation (lease contract for a space/title
deed for the depot site).
l. Provide proof of the availability of emergency teams for the repair of the transport
vehicles used in the activity, and for towing them for repair, if they are outside the
workshops, or proof that the Licensee has contracted with a company specialized in
this field.
m. Payment of the prescribed Fees.
Second: Establishments that own more than ten (10) Means of Transport:
In addition to the conditions stipulated in item (First), the following conditions shall be met:
a. An organizational plan for the administrative and technical structure of the activity
and the necessary workforce, equipment, machinery, and otherwise shall be provided,
including the following:

1. The number of transport vehicles required to practice the activity.
2. The number and specializations of the technical staff for operation and
maintenance.
3. The organizational plan of the headquarters for carrying out the activity in
maintenance workshops.
4. Provide the Authority with the locations of the Stations, and the necessary facilities
and services (restrooms, rest areas, canopies for vehicles, and storage areas "lease
contract for a space / title deed for the Station site") in accordance with what is
licensed by the local transport departments.
2. Licensing for a Legal Person:
Companies may be established to practice Land Transport activities (as a legal person) in
accordance with the following conditions:
a. The company shall be established in accordance with the provisions of the Companies
Law.
b. A copy of the commercial license shall be submitted (after the competent employee
has reviewed the original).
c. A request for a License shall be submitted on the Form prepared for this purpose by
the Authority.
d. Obtain approvals from the Competent Authorities for licensing.
e. The transport activity/activities for which the License is requested and which it intends
to carry out shall be specified.
f. The type of transport for which the License is requested, whether inter-Emirates,
international, or both, shall be specified.
g. Provide proof of the availability of a suitable site(s) for practicing the activity, equipped
in accordance with the conditions and specifications approved by the Emirates
Authority for Standardization and Metrology and the competent environmental
authority for the Means of Transport, equipment, and maintenance workshops when
applying for the License from the Authority, provided that the Authority shall verify
the same. In the case of new Licenses, it is sufficient to submit an undertaking to that
effect until the licensing procedures are completed.
h. Provide proof of ownership of the Means of Transport, or submit lease contracts for

their accreditation by the Authority if the applicant is a lessee or operator.
i. The specifications of the Means of Land Transport in terms of dimensions, loads,
weights, and their equipment with safety and security means shall meet all technical
conditions required by the licensing authorities and the Emirates Authority for
Standardization and Metrology.
j. Payment of the prescribed Fees.
k. Obtain an Operating Card for each means of transport in accordance with the
provisions of this Regulation.
l. The legal person shall submit the following documents:
1. A copy of the memorandum of association after the competent employee has
examined the original and endorsed it.
2. A statement indicating the number of means of transport owned or operated by
the legal person.
3. The special power of attorney for the person in charge and the specimen signature
approval.
4. In the event that the legal person is an operator (lessee) of the Means of Transport,
it shall submit the lease contracts for their accreditation by the Authority.
5. Obtain approvals from the competent local authorities.
6. An organizational plan for the administrative and technical structure of the activity
and the necessary workforce, equipment, machinery, and otherwise shall be
provided, including the following:
• The number of transport vehicles required to practice the activity.
• The number and specializations of the technical staff for operation and
maintenance.
• The organizational plan of the headquarters for carrying out the activity in
maintenance workshops.
• Provide the Authority with the locations designated for the depots of the
Means of Transport when they are out of operation (lease contract for a
space/title deed for the depot site).
• Provide the Authority with the locations of the Stations, and the necessary
facilities and services (restrooms, rest areas, canopies for vehicles, and storage

areas "lease contract for a space/title deed for the Station site") in accordance
with what is licensed by the local transport departments.
• Emergency teams for the repair of the transport vehicles used in the activity,
and for towing them for repair, if they are outside the workshops, or what
proves that the Licensee has contracted with a company specialized in this
field.
3. Licensing for Agents:
No person may practice the business of a Land Transport agent except after obtaining a
license from the Authority in accordance with the conditions stipulated in Article (29).
