Article (6) Functions of the DCCI The DCCI will exercise all the functions required for the achievement of its objectives. In particular, the DCCI will: 1. register, as Members of the DCCI, the natural and legal persons licensed to conduct the activities set forth in Article (7) of this Law; and issue the DCCI Members the certificates and documents that enable them to perform their commercial transactions; 2. issue all types of certificates of origin for exported and re-exported goods and products. The DCCI may use any means it deems appropriate to verify the authenticity of any data provided to it, including requesting the original supporting documents related to the origin of goods; and, where required, conducting inspection of these goods; ©2021 The Supreme Legislation Committee in the Emirate of Dubai 1 Every effort has been made to produce an accurate and complete English version of this legislation. Law No. (1) of 1999 Amending Law No. (8) of 1997 Regulating the Dubai Chamber of Commerce and Industry Page 2 of 4 3. attest signatures and stamps as well as papers, certificates, contracts, and other documents required by DCCI Members in conducting their business; 4. appoint experts to inspect commodities, goods, and other property; to determine the types and weight thereof; and to estimate their prices; 5. provide opinion on the legislation regulating various commercial and economic affairs; and consider the draft laws, regulations, and bylaws developed by the competent entities to regulate such affairs; 6. propose the economic programmes and plans, and investment projects, that would enhance the Emirate's economic position or increase work and investment opportunities; propose the legislation regulating commercial, economic, and other relevant affairs; and submit the same to the competent authorities; 7. conduct activities that promote and strengthen the economic relations of the Emirate, in particular: a. receiving visiting trade delegations and missions, and sending trade delegations abroad; b. holding local and international trade exhibitions or participating therein; c. organising, co-hosting, or participating in conferences, seminars, symposia, and training sessions within and outside of the Emirate; d. publishing and distributing magazines, periodicals, directories, and other commercial and specialised publications; and e. concluding cooperation agreements with unions, chambers, or similar bodies to foster cooperation and commercial ties. 8. conduct economic studies and research, and prepare reports, on evaluating, steering, and developing various economic sectors; identify the problems and difficulties that face the same; and present the relevant findings to the competent authorities; 9. consider all applications for organising or holding, in the Emirate, exhibitions, conferences, seminars, and symposia related to the various economic and commercial aspects, and issuing the appropriate recommendations regarding the approval of organising such events to the competent authorities; 10. compile and issue economic information and data, such as prices of commodities, traded goods, services, securities, currencies, and the like; and compile, classify, and publish periodic statistics and legislative and regulatory texts;

Law No. (1) of 1999 Amending Law No. (8) of 1997 Regulating the Dubai Chamber of Commerce and Industry Page 3 of 4 11. provide commercial directories, specialised books and references, and other academic publications and works of authorship which help in preparing reports and studies; 12. provide advice and consultation to Members of the DCCI regarding legal, commercial, economic, or technical matters; provide them with available information; and guide them to follow procedures and means that help them in protecting their rights and developing their business; 13. contribute to the development of administrative and technical cadres in the fields of economy and business management; and endeavour to provide the required tools and resources in this respect. For this purpose, the DCCI may establish colleges, institutes, and commercial and technical training centres; 14. mediate the resolution of commercial complaints that arise among Members of the DCCI or between the Members and other parties, with a view to reaching amicable settlements; 15. establish local commercial custom and practices; 16. develop a mechanism for resolving commercial disputes, through supervising conciliation and arbitration, in accordance with the applicable commercial arbitration rules; 17. own, manage, invest, sell, or mortgage movable and immovable property; conclude various contracts with third parties; and accept donations and gifts; 18. participate in committees formed by ministries, departments, authorities, and other entities to study or regulate various economic affairs, to represent the DCCI in events that fall within its jurisdiction, or to achieve any relevant purposes; and 19. perform any other duties required for the achievement of the objectives of the DCCI under Article (5) this Law.
