What is a CENOMAR?

It is sometimes called a certificate of singleness or certificate of no record of marriage. The PSA issues it on official security paper, and foreign authorities treat that security-paper copy — not a photocopy or screenshot — as the only acceptable version.
Two points matter before you order:
- A CENOMAR is not the same as a birth certificate. UAE marriage procedures may ask for both documents, each separately attested. Confirm the full document list with the authority that will conduct your marriage before you start ordering.
- If you were previously married, a CENOMAR alone will not work. The PSA record will show the earlier marriage. In that case you will typically need the PSA's marriage-record certificate together with proof that the earlier marriage ended — a recognised divorce decree, annulment decision, or death certificate — each attested through the same chain. How to get a CENOMAR from the PSA while you are in the UAE
You do not need to fly home: the PSA supports ordering from abroad, and most Filipino residents in the UAE use one of three routes. Processes and channels change, so confirm the current procedure with the PSA or the Philippine Embassy or Consulate General before paying anyone.
- Order through the PSA's official online channels. The PSA operates online ordering services that accept requests from overseas Filipinos and deliver abroad. Order the certificate well before your intended wedding date, and order the copy you intend to attest — you may want more than one.
- Authorise a representative in the Philippines. A family member or trusted person can request the certificate on your behalf, usually with a signed authorisation letter or a special power of attorney plus copies of both parties' IDs. The attestation chain: PSA to DFA to UAE Embassy to MOFA
A CENOMAR becomes usable in the UAE only after every link of the legalisation chain is complete, in order. Skipping or reordering a step is the single most common reason files bounce.
- PSA issuance. The certificate is issued on PSA security paper. Check every detail — full name, spelling, birth details — against your passport the day it arrives.
- DFA authentication. The Philippine Department of Foreign Affairs authenticates the PSA document. How long is a CENOMAR valid?
The PSA paper itself carries no printed expiry date, but the authorities that receive it impose freshness windows — commonly six months from issuance. That six-month practice is a convention applied by receiving authorities, not a figure fixed in one UAE statute: the exact window is set by the authority that will accept the document — the court or marriage authority in the UAE, or the Philippine Embassy for its own processes — and can change. An attested CENOMAR usually still needs an Arabic legal translation before a UAE court or government office will act on it. Translation must be done by a translator licensed by the UAE Ministry of Justice; a self-made or unlicensed translation is not accepted for official use. Most CENOMAR delays trace back to a handful of preventable issues, so check this list before you order.
- Name or detail mismatches. A middle name, spelling, or birth-date discrepancy between your passport and the PSA record can stall the file. Fixing a civil-registry record is a Philippine-side process — start it early if you know of an error.
- A prior marriage on record. If the PSA shows an earlier marriage you believed was dissolved, you must document the dissolution and, where the decree is foreign, deal with recognition. This is the point where couples most often need legal advice.
