ICA / ICP (Federal Authority for Identity & Citizenship)

The ICA — now formally the ICP, the Federal Authority for Identity, Citizenship, Customs and Port Security — is the federal body behind Emirates ID cards and the immigration files of most emirates outside Dubai. It issues and renews Emirates IDs, processes residence visas for Abu Dhabi, Sharjah and the northern emirates, manages citizenship and passport matters for nationals, and runs the smart channels at UAE borders. Residents meet the ICA when applying for or renewing an Emirates ID, checking visa validity through its portal, or paying overstay fines outside Dubai. Lawyers encounter it in immigration ban checks, citizenship applications, ID-related identity disputes and cases where a client's residence file sits in the federal system rather than with GDRFA Dubai — a distinction that determines where paperwork must be filed.
