The UAE does not currently have a single unified national Bar Association. The practice of law by UAE nationals as advocates is regulated by Federal Law No. 23 of 1991 on the Regulation of the Legal Profession, as amended, and supervised administratively by the Ministry of Justice at the federal level and by the respective judicial authorities in Dubai and Ras Al Khaimah. The Emirates Association of Advocates is an active professional body, and several emirates maintain separate advocates' committees. DIFC and ADGM have their own independent registration and professional conduct regimes for legal practitioners appearing before their courts. Foreign lawyers typically operate as "legal consultants" and are barred from rights of audience before UAE federal courts, which are reserved for licensed UAE advocates.
