    Article 1

    Article (1) Definitions The same definitions used in the Decree by Law No. (23) of 2024 on Social Support and Empowerment shall apply to this Resolution. Other than that, the following words and expressions shall have the meanings assigned thereto respectively, unless the context requires otherwise: Primary Beneficiary : An unemployed individual in whose name the social support is approved and disbursed in accordance with the provisions of this Resolution. Social Assistance : Financial support provided by federal and local governmental entities to eligible individuals or families.

    Article 2

    Article (2) Scope of Application The provisions of this Resolution shall apply to individuals who have become unemployed as a result of termination of their service in public sector employment, or who have been released from any of the penal or correctional institutions in the State, or who are abusers of narcotics and psychotropic substances.

    Article 3

    Article (3) General Eligibility Conditions for Social Support for the Unemployed Individual For an unemployed individual to be eligible for social support for any of the reasons set forth in this Resolution, the following conditions shall be met: 1. The unemployed individual shall be a UAE national; 2. The unemployed individual shall be at least (25) twenty-five Gregorian years of age; 3. The total monthly income and social assistance received by the Primary Beneficiary or any of their family members, on a regular and continuous basis, if any, shall be less than the amount of the social support specified in Article (8) of this Resolution.

    Article 4

    Article (4) Specific Eligibility Conditions for Social Support Due to Termination from Service Subject to the general conditions set forth in Article (3) of this Resolution, an individual whose service has been terminated from public employment shall be eligible for Social Support if the following conditions are met: 1. The position from which the individual's service was terminated shall be in the government sector; 2. The termination shall not be due to resignation, dismissal by a decision related to an administrative violation, removal by a court ruling, or conviction of a felony or misdemeanor in accordance with the applicable legislation in the State;

No more than nine (9) months shall have passed since the termination of service at the time of submitting the Social Support application.; 4. The applicant shall have been registered with the Nafis Program or any other entity specialized in Emiratization and accredited in accordance with applicable legislation in the State, for a period of not less than (3) three months prior to submitting the social support application; 5. The applicant shall not be enrolled in general education or higher education; and 6. If the unemployed individual is male, he shall have completed national service unless he is exempt therefrom or does not meet the conditions for performing the national service.

    Article 5

    Article (5) Specific Eligibility Conditions for Social Support for Released Individuals Subject to the general conditions set forth in Article (3) of this Resolution, an individual who has been released from any penal or correctional institution in the State shall be eligible for Social Support if the following conditions are met: 1. The released individual shall have a family; 2. The released individual shall have spent a period of not less than (2) two months in the penal institution; 3. The period following the release shall not exceed (6) six months at the time of submitting the social support application; 4. The released individual shall be registered with the Nafis Program or with any other entity specialized in Emiratization and accredited in accordance with the applicable legislation in the State, prior to submitting the social support application; 5. The released individual shall not be enrolled in general education or higher education; and 6. If the unemployed individual is male, he shall have completed national service, unless he is exempt therefrom or does not meet the conditions for performing the national service.

    Article 6

    Article (6) Specific Eligibility Conditions for Social Support for Abusers of Narcotic or Psychotropic Substances Subject to the general conditions set forth in Article (3) of this Resolution, an individual against whom a criminal order or judicial judgment has been issued for a crime involving the abuse of narcotic drugs or psychotropic substances shall meet the following mandatory conditions to be eligible for social support: 1. The individual shall be registered in the lists approved by the concerned authorities; 2. The individual shall comply with the treatment plan approved by the concerned authorities and shall undergo periodic examinations as approved by such authorities.

    Article 7

    Article (7) Social Support Calculation Mechanism 1. The value of social support shall be calculated by deducting the total monthly income and social assistance received by the unemployed individual or any of their family members on a regular and continuous basis, if any, from the total amounts specified in Article (8) of this Resolution. 2. The minimum social support due, when the eligibility conditions are met, shall be AED (800) eight hundred dirhams per month.

    Article 8

    Article (8) Social Support Value 1. The social support due to an unemployed individual due to termination of employment shall be: a. AED (5,000) five thousand dirhams per month for the Primary Beneficiary. b. AED (3,500) three thousand dirhams per month for the wife. 2. The social support due to an unemployed individual released from a penal or correctional institution or to a narcotic or psychotropic substance abuser shall be: a. AED (2,000) two thousand dirhams per month for the Primary Beneficiary. b. AED (1,000) one thousand dirhams per month for the wife.

In the case of polygamy, the second wife and subsequent wives shall be eligible for social support only if their marriage contract was concluded before 2023. If any of the wives is disabled (person of determination), the amount of social support due to them shall be AED (5,000) five thousand dirhams. 4. The child allowance and the academic excellence allowance shall be disbursed in accordance with the provisions of Cabinet Resolution No. (57) of 2025 referred to herein.

    Article 9

    Article (9) Social Support Application Applications for social support shall be submitted to the Ministry using the standard form designated by the Ministry, and shall include all data, papers, and supporting documents. The Minister shall determine the procedures for submitting the application, as well as the required papers and documents.

    Article 10

    Article (10) General Provisions 1. Social support shall be disbursed in accordance with the provisions of this Resolution, up to a maximum of two times every (5) five years, with a minimum interval of one month between them, provided that the duration of social support disbursement each time does not exceed (6) six consecutive months. 2. Notwithstanding Clause (1) of this Article, social support shall continue to be disbursed to an abuser of narcotic drugs or psychotropic substances throughout the duration of treatment.

    Article 11

    Article (11) The Executive Resolutions The Minister shall issue the resolutions required for the implementation of the provisions of this Resolution.

    Article 12

    Article (12) Publication and Entry into Force This Resolution shall be published in the Official Gazette, and shall enter into force from the day following the date of its publication.
