Nafis is the federal programme that drives Emiratisation in the UAE private sector. It combines incentives for Emirati jobseekers — salary support, pension contribution subsidies, training and child allowances — with binding targets for companies: mainland private employers above a certain headcount must raise the share of UAE nationals in skilled roles each year or pay escalating contributions for every unfilled quota seat. MOHRE enforces the targets, and misuse such as 'fake Emiratisation' (registering nationals who do not actually work) draws fines and prosecution. Employers meet Nafis in annual workforce planning and quota compliance; Emirati employees meet it through its benefits platform. Employment lawyers advise on quota calculations, penalties for missed targets, and the legal exposure when an Emiratisation arrangement is challenged as a sham.
