    Article 1

    Article (1) Definitions For the purposes of implementing the provisions of this Law, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise: State : The United Arab Emirates. Ministry : The Ministry of Presidential Affairs. Minister : The Minister of Presidential Affairs. Center : The Emirates Center for Strategic Studies and Research. Board : The Board of Trustees of the Center.

    Article 2

    Article (2) Affiliation of the Center The Center shall replace the Emirates Center for Strategic Studies and Research established by the Federal Decree by Law No. (1) of 2002. It shall have an independent legal personality necessary for the conduct of its affairs, and shall be affiliated with the Minister. It shall also have its own administrative and financial systems and regulations, which shall be issued by decisions of the Minister.

    Article 3

    Article (3) Headquarters of the Center The head office of the Center shall be located in the city of Abu Dhabi, and it may establish branches or offices within the State by a decision of the Minister upon the recommendation of the Board.

    Article 4

    Article (4) Objectives of the Center The Center shall aim to be a specialized scientific body in strategic studies and research.

    Article 5

    Article (5) Competences of the Center The Center shall have the following competences: 1. Conducting strategic studies and research in the military, political, demographic, economic, social, and information technology fields, and any other fields approved by the Board. 2. Undertaking the necessary analyses for the strategic studies and research it conducts, in accordance with the rules and regulations applicable thereto.

Providing opinion and advice, after conducting the necessary theoretical and applied studies, research, and analyses, upon assignment from federal entities or at the request of local entities in the State, and coordinating therewith to benefit from their capacities and capabilities. 4. Issuing, publishing, and translating books, periodicals, and scientific series in Arabic and other languages. 5. Issuing specialized media bulletins, including studies and news analyses on current topics and events of interest to the State. 6. Collecting, analyzing, and storing information in a scientific manner using modern technological means, so as to contribute to policymaking and decision-making. 7. Holding conferences and organizing seminars, lectures, and workshops within the State and abroad, in coordination with the concerned authorities. 8. Organizing training courses related to the objectives and competences of the Center, in coordination with the concerned authorities. 9. Encouraging scientific research by providing support and grants to research projects and researchers, in accordance with the systems applicable at the Center. 10. Concluding protocols and scientific cooperation agreements with counterpart research centers, universities, and scientific institutions, to strengthen ties of cooperation. 11. Engaging experts and specialists from within the State or abroad, in accordance with the systems applicable at the Center. 12. Any other related duties assigned by the Minister.

    Article 6

    Article (6) Management of the Center 1. The management of the Center shall be vested in a Board of Trustees formed by a decision of the Minister, comprising a Chairman, a Vice-Chairman, and a number of members. The Minister shall issue a decision determining the remuneration of the Chairman and members of the Board. 2. The term of membership on the Board shall be three years, renewable for other similar periods.

The Board may seek the assistance of such persons of expertise as it deems appropriate to assist it in the performance of its duties, without having a counted vote in decision- making. 5. The Board shall designate a rapporteur from among the Center's employees.

    Article 7

    Article (7) Competences of the Board The Board shall have the following competences: 1. Approving the general policy to be pursued by the Center in achieving its objectives, monitoring its implementation, and submitting the same to the Minister for approval. 2. Approving the draft annual budget and final account of the Center, in accordance with the appropriations allocated thereto within the Ministry's budget, and submitting the same to the Minister for approval. 3. Approving the draft human resources regulations for the Center's employees, its financial regulations, its internal systems, and its organizational structure. Such regulations and systems shall be issued by a decision of the Minister. 4. Approving the draft contracts proposed to be concluded with individuals, bodies, and organizations, within the limits prescribed in the regulations and systems in force at the Center. 5. Submitting a semi-annual report on all aspects of the Center's activity to the Minister. 6. Considering the topics referred thereto by the Minister or submitted thereto by the Director General. 7. Any other related duties assigned by the Minister.

    Article 8

    Article (8) The Executive Committee The Board shall form an Executive Committee from among its members and delegate some of its competences thereto. The formation decision shall specify the Chairman and competences of the Committee.

    Article 9

    Article (9) The Director General The Center shall have a Director General who shall be its legal representative, appointed by a federal decree based on the nomination of the Minister. The appointment decree shall determine their job grade and financial entitlements. The Director General shall manage the Center and conduct its affairs within the limits stipulated in this Law and the Center's systems and regulations, and shall, in particular, exercise the following competences: 1. Preparing draft policies and plans necessary to achieve the Center's objectives. 2. Developing programs for the implementation of the approved policies and plans, and submitting periodic reports to the Board on such programs, the achievements thereof, and any obstacles encountered. 3. Appointing employees to positions at the Center and undertaking financial and administrative actions within the limits prescribed by the systems and regulations in force at the Center. 4. Preparing the draft annual budget, final account, and regulations of the Center, and submitting the same to the Board. 5. Engaging experts and technicians to participate in the Center's tasks and determining their financial remuneration, within the limits of the financial appropriations allocated for this purpose and in accordance with the rules set by the Board in this regard. 6. Any other related duties assigned by the Minister or the Board.

    Article 10

    Article (10) Employees of the Center The regulations and systems issued by the Minister shall apply to the employees of the Center. In the absence of a specific provision, the laws in force in the State governing human resources shall apply, subject to the approval of the Minister.

    Article 11

    Article (11) Financial Affairs The Center's revenues shall consist of: 1. The annual appropriations allocated to the Center from the Ministry's budget. 2. The revenues collected by the Center in accordance with the provisions of this Law, as determined by decisions issued by the Chairman of the Board after the Board's approval. 3. The donations, grants, and bequests approved by the Board, provided that they do not conflict with the Center's objectives.

    Article 12

    Article (12) Funds of the Center The Center's funds shall be deemed public funds and shall be exempt from all fees and taxes.

    Article (13) The Auditor 1. The Minister shall appoint one or more auditors for a renewable term of one year, provided that such auditor(s) shall be among the accredited auditors in the State. The appointment decision shall determine their remuneration. 2. The auditor shall submit quarterly reports to the Minister. Final Provisions

    Article 14

    Article (14) Transfer of Employees and Financial Appropriations 1. The employees of the Emirates Center for Strategic Studies and Research, established by the aforementioned Federal Decree by Law No. (1) of 2002, shall be transferred to the Center. 2. Any appropriations allocated to the Center shall be transferred to the Ministry's budget. The systems and regulations in force at the Center shall continue to apply until the issuance of the regulations and systems specific to the Center, in accordance with the

    Article 15

    Article (15) Executive Regulations The Minister shall issue the executive regulation for this Law upon the recommendation of the Board.

    Article (16) Repeal of Conflicting Provisions The aforementioned Federal Decree by Law No. (1) of 2002 is hereby repealed, as is any provision that contradicts or conflicts with the provisions of this Law.

    Article (17) Publication and Entry into Force of the Law This Law shall be published in the Official Gazette and shall enter into force on the day following the date of its publication.
