    Article 1

    Article (1) The following words and expressions, wherever mentioned in this Law, will have the meaning indicated opposite each of them unless the context implies otherwise: UAE: The United Arab Emirates. Emirate: The Emirate of Dubai. MBRSC: The Mohammed bin Rashid Space Centre. EIAST: The Emirates Institution for Advanced Science and Technology. Board of Directors: The board of directors of the MBRSC. CEO: The chief executive officer of the EIAST. ©2015 The Supreme Legislation Committee in the Emirate of Dubai 1Every effort has been made to produce an accurate and complete English version of this legislation. However, for the purpose of its interpretation and application, reference must be made to the original Arabic text. In case of conflict, the Arabic text will prevail.

    Article 2

    Article (2) This Law will apply to the EIAST established pursuant to the above-mentioned Law No. (2) of 2006 as a public corporation having legal personality and the legal capacity required to undertake all acts and dispositions that ensure the achievement of its objectives.     Article 3

    Article (3) The head office of the EIAST will be located in the Emirate. Other branches of the EIAST may be established within and outside of the Emirate pursuant to a resolution of the Board of Directors. Objectives of the EIAST

    Article 4

    Article (4) The EIAST will have the following objectives: 1. to support the UAE’s vision and general policy in the field of advanced science and technology through developing related research, projects, and studies; 2. to meet the UAE’s need for a national cadre of scientists who are qualified and knowledgeable in various scientific fields through launching knowledge-based and scientific programmes in cooperation with specialised entities; 3. to support scientific advancement in the UAE through encouraging creativity and scientific innovation among UAE nationals; 4. to contribute, in coordination with concerned entities, to developing the advanced science and technology sector and enhancing its role with a view to diversifying the national economy and boosting comprehensive development in this field; 5. to establish cooperation and joint projects with academic, research, technology, and industrial institutions within and outside of the UAE; and 6. to contribute to the scientific advancement and sustainable development of the Emirate and the UAE.

    Article 5

    Article (5) For the purpose of achieving its objectives, the EIAST will have the duties and powers to: 1. develop integrated systems and programmes to support and develop the activities related to advanced science and technology; 2. undertake the transactions and work related to its activities and required for the achievement of its objectives, including engaging in commercial and industrial activities; 3. establish companies, solely or with other persons; and invest in, enter into partnerships with, hold shares in, merge with, or acquire shares or stocks in companies, agencies, and institutions engaged in the same or similar activities as those of the EIAST or in activities which help the EIAST achieve its objectives within and outside of the UAE; 4. coordinate with government, regional, and international entities in areas related to the work of the EIAST; 5. conduct and fund, in coordination with the concerned entities, the studies and research required for the development of activities related to advanced science and technology in the Emirate; 6. invest in scientific, applications-related, specialised, and technological projects; 7. raise awareness, in coordination with concerned entities, of the importance of advanced science, research, and technology; 8. hold and participate in conferences and symposia, and cooperate with the concerned entities and the regional and international organisations related to the work of the EIAST; 9. own and take lease of the movable and immovable property required for the achievement of its objectives; and 10. exercise any other duties or powers required for enabling the EIAST to achieve its objectives under this Law. Management of the EIAST

    Article 6

    Article (6) a. A CEO will be appointed to the EIAST by a resolution of the Board of Directors. The CEO will be assisted by a number of administrative, finance, and technical staff.

The rights and duties of the EIAST employees and the rules of their selection and appointment will be determined pursuant to the human resources regulations adopted by the MBRSC for this purpose. Functions of the CEO

    Article 7

    Article (7) The CEO will supervise the daily work of the EIAST; manage and regulate its affairs; represent it in its relations with third parties and before judicial authorities; be responsible for achieving its objectives and implementing its policies; and exercise the powers and authorities required for the achievement of its objectives. The CEO will, in particular, have the duties and power to: 1. propose the general policy and the strategic, development, and operational plans of the EIAST, submit the same to the Board of Directors for approval, and supervise their implementation; 2. approve, review, and annually evaluate the implementation of the work plans and programmes of the EIAST; 3. determine the strategic objectives of the EIAST and the procedures required for supervising their implementation. These objectives must be reviewed and compliance therewith evaluated annually; 4. take the necessary action to ensure compliance by the EIAST with the legislation in force in the Emirate, with the resolutions and regulations issued in pursuance thereof, and with any other legislation related to the work and activities of the EIAST; 5. propose the organisational structure of the EIAST, and submit the same to the Board of Directors for approval; 6. prepare the annual budget and final accounts of the EIAST, and submit the same to the Board of Directors for approval; 7. propose fees and charges for the services provided by the EIAST, and submit the same to the concerned entities for approval; 8. supervise performance by the executive body of the EIAST of the duties assigned to it pursuant to the bylaws and regulations issued by the MBRSC, and appoint the technical and administrative staff required to run the affairs of the EIAST; 9. implement and follow up the resolutions, policies, plans, and programmes of the MBRSC; 10. approve the financial transactions subject to the financial regulations and bylaws adopted by the EIAST;

    Law No. (18) of 2015 Concerning the Emirates Institution for Advanced Science and Technology Page 5 of 6 11. sign, in the EIAST’s name and on its behalf, contracts, agreements, and memoranda of understanding in accordance with the relevant powers conferred on him by the MBRSC; 12. supervise the organisational units of the EIAST; prepare periodic and annual reports on their work; and submit the same to the MBRSC; 13. engage experts and consultants, and determine and pay their remuneration, in accordance with the bylaws adopted by the EIAST; 14. form permanent and temporary specialised sub-committees and work teams, and determine their duties, powers, and term; and 15. exercise any other duties or powers, related to the objectives of the EIAST, assigned or delegated to him by the Board of Directors. Financial Resources of the EIAST

    Article 8

    Article (8) The financial resources of the EIAST will consist of: 1. support allocated to the EIAST in the general budget of the MBRSC; 2. fees and charges collected by the EIAST in return for the services it provides; and 3. any other financial resources approved by the Board of Directors. Accounts and Financial Year of the EIAST

    Article 9

    Article (9) a. In regulating its accounts and records, the EIAST will apply the rules and principles of government accounting. b. The financial year of the EIAST will commence on 1 January and will end on 31 December of each year. Issuing Implementing Resolutions

    Article (10) The Board of Directors will issue the resolutions required for the implementation of the provisions of this Law.

    Article (11) a. This Law supersedes the above-mentioned Law No. (2) of 2006. b. Any provision in any other legislation will be repealed to the extent that it contradicts the provisions of this Law. Commencement and Publication
