المادة ( 3 ) تنشأ في ةإمار ة حكومية تسمىدبي دائر ة التنمية االقتصادية"دائر " تمارس االختصاصات والصالحيات المنصوص عليها في هذا القانون، وفي أية أنظمة أسهاتصدر بموجبه، وير سمو ولي العهد.
