    Article (1) The misdemeanors and felonies deemed disturbing or involving breach of honor or trust in relation to judicial rehabilitation, as set out in Schedules Nos. (29) to (61) annexed to this Resolution, are hereby approved.

    Article (5) 1. A penalty of imprisonment for a period of not less than one (1) year and a fine of not less than AED 250,000 (two hundred and fifty thousand dirhams) and not exceeding AED 1,000,000 (one million dirhams), or either of these two penalties, shall be imposed on any person who commits any of the acts stipulated in Clauses (2), (3), and (5) of Article (4) of this Decree by Law through any means of expression, in any other form, or through any medium. 2. A penalty of imprisonment for a period of not less than two (2) years and a fine of not less than AED 500,000 (five hundred thousand dirhams) and not exceeding AED 2,000,000 (two million dirhams) shall be imposed on any person who commits any of the acts stipulated in Clauses (1) and (4) of Article (4) of this Decree by Law through any means of expression, in any other form, or through any medium.     Article (7) A penalty of imprisonment for a period of not less than one (1) year and a fine of not less than AED 500,000 (five hundred thousand dirhams) and not exceeding AED 1,000,000 (one million dirhams), or either of these two penalties, shall be imposed on any person who commits an act that is capable of inciting hate speech through any means of expression or by any means whatsoever.     Article (8) A penalty of imprisonment for a period of not less than six (6) months and a fine of not less than AED 50,000 (fifty thousand dirhams), or either of these two penalties, shall be imposed on any person who uses any means of expression or other means to provoke tribal strife with the intent of inciting hatred among individuals or groups.     Article (9) 1. Where any of the crimes stipulated in Articles (5), (6), and (7) of this Decree by Law is committed by a public employee during, because of, or on the occasion of the performance of their duties, or by a person holding a religious capacity or entrusted therewith, or where the act is committed in a place of worship, this shall constitute an aggravating circumstance. 2. The penalty shall be temporary imprisonment for a period not exceeding five (5) years and a fine of not less than AED 500,000 (five hundred thousand dirhams) where the acts stipulated in Clause (1) of this Article result in a breach of public order.     Article (10) 1. A penalty of temporary imprisonment shall be imposed on any person who exploits religion to accuse individuals or groups of unbelief through any means of expression or by any means whatsoever for the purpose of achieving private interests or unlawful objectives. 2. The penalty shall be death where the accusation of unbelief (takfir) is accompanied by incitement to murder and such crime occurs as a consequence thereof.     Article (11) A penalty of imprisonment for a period of not less than two (2) years and a fine of not less than AED 500,000 (five hundred thousand dirhams) and not exceeding AED 2,000,000 (two million dirhams), or either of these two penalties, shall be imposed on any person who produces, manufactures, promotes, sells, offers for sale or circulation any products, goods, printed materials, recordings, films, tapes, discs, computer programs, smart applications, electronic data, industrial materials, or any other items containing any means of expression that would result in contempt of religions, discrimination, or incitement of hate speech.     Article (12) A penalty of imprisonment and a fine of not less than twenty thousand (20,000) dirhams, or either of these two penalties, shall be imposed upon any person who refrains from providing the Committee with any information required for the implementation of the Convention, or who furnishes it with incorrect information.     Article (12) 1. A penalty of imprisonment for a period of not less than one (1) year and a fine of not less than AED 50,000 (fifty thousand dirhams) and not exceeding AED 200,000 (two hundred thousand dirhams), or either of these two penalties, shall be imposed on any person who possesses or holds documents, printed materials, recordings, films, tapes, discs, computer programs, smart applications, electronic data, industrial materials, or any other items containing any means of expression intended for distribution or disclosure to others, with the intent to promote contempt of religions, discrimination, or incite hate speech. 2. The same penalty shall apply to any person who possesses or holds any means of printing, recording, storing, broadcasting, viewing, publishing, transmitting, or promoting intended for use in the commission of any of the crimes stipulated in this Decree by Law while being aware thereof.     Article (13) A penalty of imprisonment for a period of not less than ten (10) years shall be imposed on any person who establishes, founds, organizes, or manages an association, center, authority, organization, entity, group, or branch thereof, or uses any means whatsoever for that purpose, with the aim of contempt of religions, discrimination, incitement of hate speech, or advocating or promoting the same. In all cases, the materials constituting the subject matter of the violation shall be confiscated, and the closure of the establishment for a period of not less than one month may be ordered.     Article (14) Criminal Penalties Without prejudice to any more severe penalty prescribed by any other law, a penalty of temporary imprisonment and a fine of not less than AED 100,000 (one hundred thousand dirhams) and not exceeding AED 500,000 (five hundred thousand dirhams), or either of these two penalties, shall be imposed on any person who falsifies the data of goods imported into the State or exported therefrom, or who provides misleading information with the intent to commit fraud in relation to a Certificate of Origin or an Indication of Origin.     Article (14) A penalty of imprisonment and a fine of not less than one hundred thousand (100,000) dirhams and not exceeding five hundred thousand (500,000) dirhams, or either of these two penalties, shall be imposed upon any person who violates any provision of Article (8) of this Law. In all cases, the materials constituting the subject matter of the violation shall be confiscated, and the closure of the establishment for a period of not less than one month may be ordered.     Article (14) A penalty of temporary imprisonment and a fine of not less than AED 20,000 (twenty thousand dirhams) and not exceeding AED 100,000 (one hundred thousand dirhams) shall be imposed on any person who: 1. Uses the Federal DNA Fingerprinting Database to establish parentage or kinship without a judicial order. 2. Uses the Federal DNA Fingerprinting Database for purposes other than those specified in this Decree by Law. 3. Discloses, circulates, publishes, or reveals the data contained in the Federal DNA Fingerprinting Database in contravention of the provisions stipulated in this Decree by Law. 4. In bad faith, alters or deletes a DNA record, issues inaccurate data relating thereto, or conceals a match thereof. 5. Intentionally destroys biological samples or traces in contravention of the provisions stipulated in this Decree by Law. 6.     Article (15) A penalty of imprisonment and a fine of not less than five thousand (5,000) dirhams, or either of these two penalties, shall be imposed upon any person who, directly or indirectly, discloses any confidential information relating to the implementation of the Convention which the State has received from a State Party to the Convention or from the Organization, and which such person has become aware of by virtue of their employment. A legal person shall be punished by a fine of not less than fifty thousand (50,000) dirhams where its board members, employees, or legally authorized representatives commit any of the aforementioned acts.     Article (15) A fine of not less than AED 5,000 (five thousand dirhams) and not exceeding AED 20,000 (twenty thousand dirhams) shall be imposed where the persons referred to in Clause 1 of Article (6) of this Decree by Law refuse, without an acceptable excuse, to provide a biological sample. Does not require rehabilitation pursuant to Article (15) of the aforementioned Federal Law No. (5) of 2022.

    Article (15) 1. A penalty of imprisonment for a period of not less than five (5) years shall be imposed on any person who convenes, organizes, or holds a conference or meeting within the State for the purpose of contempt of religions, discrimination, or incitement of hate speech. 2. The same penalty shall apply to any person who participates in such conference or meeting while being aware of its purposes. 3.     Article (16) A penalty of imprisonment and a fine of not less than AED 250,000 (two hundred and fifty thousand dirhams) and not exceeding AED 1,000,000 (one million dirhams) shall be imposed on any person who directly or indirectly provides, offers, requests, accepts, obtains, delivers, receives, or collects funds or material support where such conduct is intended for the commission of any act punishable under the provisions of this Decree by Law.     Article (17) The representative, manager, or agent of a legal person shall be punished with the same penalties prescribed for the committed crime where any of the crimes stipulated in this Decree by Law is committed by one of its employees in its name and for its benefit, provided that their knowledge thereof is established.     Article (17) Penalties 1. A penalty of imprisonment and a fine not exceeding AED 50,000 (fifty thousand dirhams), or either of these two penalties, shall be imposed on any person who deliberately provides false information or deliberately refrains from providing the information referred to in this Decree by Law or its Executive Regulation in order to obtain social support, increase the amount of social support, or continue receiving social support without legal entitlement. 2.     Article (18) 1. A penalty of imprisonment for a period of not less than one (1) year and a fine of not less than AED 100,000 (one hundred thousand dirhams) and not exceeding AED 1,000,000 (one million dirhams), or either of these two penalties, shall be imposed on any person who: a. Violates any provision of Articles (9) and (11) of this Decree by Law. b. Provides false or misleading information, or documents containing forged or incorrect data, with the intent of obtaining a permit. c. Forges or alters a permit. 2. The acts stipulated in Clause (1) of this Article shall constitute crimes prejudicial to State security. 3. The penalty shall be doubled in the event of recidivism. 4. Upon conviction, the Court shall order the confiscation of the goods that are the subject matter of the crime. 5.     Article (18) The penalty prescribed for the offences referred to in Article (17) of this Decree by Law shall be aggravated to imprisonment and a fine of not less than AED 100,000 (one hundred thousand dirhams) and not exceeding AED 2,000,000 (two million dirhams), or either of these two penalties, in the following cases: 1. Where the act of fraud, deception, or counterfeiting in respect of goods, or the attempt thereof, is associated with the use of forged or tampered weights, measures, standards, seals, labels, or testing devices, or with the use of methods and means that render the weighing, measuring, testing, or inspection of the product inaccurate. 2. Where the adulterated, spoiled, or counterfeit goods, or the materials used in their adulteration, are harmful to human or animal health and safety. 3.     Article (19) A fine of not less than AED 50,000 (fifty thousand dirhams) and not exceeding AED 200,000 (two hundred thousand dirhams) shall be imposed on any person who violates the provisions of Article (13) of this Decree by Law. Does not require rehabilitation pursuant to Article (15) of the aforementioned Federal Law No. (5) of 2022.

    Article (20) 1. A fine of not less than AED 200,000 (two hundred thousand dirhams) and not exceeding AED 2,000,000 (two million dirhams) shall be imposed on any legal person whose representative, manager, or agent acting on its behalf or for its account commits any of the crimes stipulated in this Decree by Law. 2. Upon conviction of the legal person, the Court may order its dissolution, its permanent or temporary closure, or the closure of one of its branches. The person responsible for the actual management of the offending legal person shall be punished with the same penalty prescribed under Articles (17) and (18) of this Decree by Law where it is established that they were aware of the offence and failed to take the necessary measures in respect thereof, or where their gross breach of the duties imposed upon them by such management contributed to its commission. 2. The person responsible for the actual management of the legal person shall be jointly liable with the legal person for the payment of any fines imposed thereon where the offence was committed by one of the employees of the legal person in its name or for its benefit. A warning. b. A fine of not less than AED 1,000 (one thousand dirhams) and not exceeding AED 500,000 (five hundred thousand dirhams). c. Suspension from work for a period not exceeding six (6) months. d. Permanent prohibition from practicing the profession. 2.     Article (21) Penalty for the Crime of Domestic Violence A penalty of imprisonment and a fine not exceeding AED 50,000 (fifty thousand dirhams), or either of these two penalties, shall be imposed on any person who commits the crime of Domestic Violence stipulated in Article (4) of this Decree by Law. Where the victim is one of the offender’s parents or ascendants, a person over sixty (60) Gregorian years of age, a pregnant woman, a child, a Person with Disability, or a person lacking legal capacity, or where the offender commits the crime of Domestic Violence within one year from the commission of the previous act, such circumstance shall constitute an aggravating circumstance. A penalty of imprisonment for a period not exceeding three (3) months and a fine not exceeding the equivalent of three (3) months' wages, or either of these two penalties, shall be imposed on any member of the maritime crew who commits any of the following acts: a. Leaving the position assigned thereto aboard the vessel without a legitimate excuse before being relieved by their replacement. b. Absenting themselves from the vessel while assigned duties relating to navigation, steering, maneuvering, or watchkeeping. c. Failing, without a legitimate excuse, to be present on board the vessel at the time specified for departure procedures from any port other than the port of registration. d. Refusing to comply with an order issued thereto concerning the conduct of work aboard the vessel or the maintenance of order thereon. e. Engaging in repeated acts indicating insubordination.     Article (355) 1. A penalty of imprisonment shall be imposed on any person who assaults the Master of the vessel or one of its officers while performing their duties, or resists them by force, and the assault results in injuries. 2. The penalty shall be imprisonment for a period not exceeding one (1) year and a fine not exceeding AED 10,000 (ten thousand dirhams), or either of these two penalties, where the assault does not attain the degree of seriousness referred to in the preceding Clause. 3. The penalty shall be doubled where any of the offences referred to in this Article is committed by one of the vessel's officers or where such officer participates therein. 4.
