  1. 1

    Article 1

    Article (1) Definitions For the purposes of implementing the provisions of this Resolution, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise: State : The United Arab Emirates. Authority : The General Civil Aviation Authority (GCAA). Committee : The National Civil Aviation Security and Facilitation Committee. Chairman : The Chairman of the Committee.

    Article 2

    Article (2) Formation of the Committee The National Civil Aviation Security and Facilitation Committee shall be formed under the chairmanship of the Chairman of the Board of Directors of the General Civil Aviation Authority and shall include the following members: 1. Undersecretary of the Ministry of Interior. Member 2. Commander of the National Guard. Member 3. Commander-in-Chief of Dubai Police. Member 4. Director General of the State Security Department. Member 5. Director General of Ports Security – Federal Authority for Identity, Citizenship, Customs and Ports Security. Member 6. Commander of the Air Force and Air Defense. Member 7. Director General of the General Civil Aviation Authority. Member 8. Assistant Director General for the Aviation Security Affairs Sector – General Civil Aviation Authority. Member and Rapporteur The Chairman shall designate from among the members a Vice-Chairman to act on their behalf in the event of their absence.

    Article 3

    Article (3) Competences of the Committee The Committee shall have the following competences: 1. To propose and develop policies and legislation relating to aviation security and facilitation. 2. To continuously monitor threats and risks to which civil aviation is exposed, and to establish the necessary security measures to address them. 3. To encourage and adopt innovation in the fields of civil aviation security and facilitation. 4. To develop the aviation security system through the use of smart solutions and advanced technologies. 5. To promote a culture of civil aviation security and enhance awareness of the relevant measures and procedures.

To coordinate civil aviation security and facilitation procedures between the Authority and the concerned entities in the field of civil aviation security and facilitation. 7. To strengthen cooperation with countries and international organizations concerned with civil aviation security and facilitation for the purpose of establishing standards and developing the security and safety system in a manner that contributes to enhancing the State’s position in the field of aviation security and safety. 8. To ensure the involvement of the concerned entities in developments relating to the field of civil aviation security and facilitation. 9. To examine the recommendations submitted by the Aviation Security Affairs Sector of the Authority and to take the appropriate decision in respect thereof.

    Article 4

    Article (4) Meetings of the Committee, Its Rules of Procedure, and Administrative Affiliation 1. The Committee shall be affiliated with the Authority. 2. The Committee shall meet once per year. It may be convened for an extraordinary meeting upon the request of the Chairman. A meeting shall not be valid unless attended by at least half of the members. Decisions shall be adopted by a majority of the votes of the members present, and in the event of a tie, the Chairman shall have a casting vote. 3. The Committee's rules of procedure shall be prescribed by a decision issued by the Chairman following the approval of its members. 4. The Authority shall undertake the preparation of the Committee’s business and shall follow up on the implementation of its decisions and recommendations.

    Article 5

    Article (5) Repeals Cabinet Resolution No. (24) of 2005 Regarding the Establishment of the National Civil Aviation Security and Facilitation Committee is hereby repealed. Any provision that contradicts or conflicts with the provisions of this Resolution shall also be repealed.

    Article 6

    Article (6) Publication and Entry into Force This Resolution shall be published in the Official Gazette and shall enter into force from the date of its issuance. Mohammed bin Rashid Al Maktoum Prime Minister Issued by Us: On: 2 Dhu al-Qi'dah 1447 A.H. Corresponding to: 20 April 2026 A.D.
