Article (1) Definitions In implementing the provisions of this Resolution, the following terms and phrases shall have the meanings assigned next to each, unless the context requires otherwise: State : United Arab Emirates. ICAO : International Civil Aviation Organization. Competent Authority : General Civil Aviation Authority. Concerned Authority : Local authority concerned with civil aviation affairs in the concerned emirate. Aviation Operator Certificate : Certificate granted to airlines in accordance with the procedures followed by the Competent Authority. Article (2) Objectives of the Resolution This Resolution aims to mandate operators, registered in the State, to commit to implement all the requirements of Annex XVI of Volume IV of the Chicago Agreement which relates to the carbon offsetting and reduction plan in international aviation (Corsica).

Article (3) Control and Follow-Up 1. The Competent Authority shall ensure, in coordination with the Concerned Authority, that all requirements of Annex XVI of Volume IV – related to carbon offsetting and reduction plan in international aviation – are implemented. 2. The Competent Authority shall supervise the effective implementation of Annex XVI of Volume IV by operators in the State in accordance with the timeframe determined in the said Annex.

Article (4) Conditions and Procedures 1. The Competent Authority shall issue and approve the conditions, procedures, and frameworks necessary to ensure the effective implementation of the requirements of Annex XVI of Volume IV.

Article (5) Correctional Procedures The Competent Authority shall notify the Operator of the need to implement and address corrective measures, and to submit to it the required reports in the event any of the Operators fails to fulfill the requirements of Annex XVI of Volume IV in accordance with the timeframe determined in the said Annex.
