A part-time work permit is MOHRE authorisation for an employee to work reduced hours for an employer, and it underpins the UAE's flexible work models — part-time, temporary, flexible, and job-sharing arrangements recognised by the current Labour Law. Its most practically important use is multi-employer work: a resident already employed full-time, or sponsored by family, can take lawful additional part-time work with another employer once the correct permit is issued, replacing the old informal (and unlawful) moonlighting pattern. Entitlements such as leave and gratuity are pro-rated according to hours worked under the framework the ministry applies. Disputes typically involve workers performing extra jobs without permits — exposing both employers to fines and the worker to penalties — and disagreements about which employer owes which entitlement. Free zones operate their own versions of part-time and dual-employment approvals.
