The MOHRE offer letter is the standard-form job offer a mainland UAE employer must issue and have the candidate sign before a work permit can be processed. Its legal weight is the point: the formal employment contract registered with the ministry must mirror the signed offer's terms — salary, role, contract type, benefits — and the employer cannot lawfully substitute worse terms after the employee arrives or starts. This rule exists to stop contract substitution, a historic abuse where workers recruited abroad signed one deal and were handed another in the UAE. In practice, lawyers ask for the signed offer letter first in any employment dispute, because it fixes the baseline terms; for employees, refusing to sign a contract that differs from the offer is a protected position, and the discrepancy itself is strong evidence before MOHRE and the labour courts.
