The Dubai Land Department is the government authority that registers and regulates real estate in Dubai. Every sale, mortgage, gift or long lease of Dubai property passes through DLD registration, which is what actually transfers legal title — an unregistered sale contract binds the parties but does not make you the owner. DLD issues title deeds (including digital deeds), records off-plan sales in the interim register (Oqood), oversees registration trustee offices where transfers are executed, and houses RERA, the regulatory arm supervising brokers, developers and project escrow accounts, as well as the Rental Disputes Centre. Transfers attract a registration fee calculated on the property value, customarily 4%, plus administrative charges. It matters because no Dubai property right is secure until it appears in DLD's register, and disputes constantly turn on what was or was not registered. You meet DLD at every purchase, mortgage registration, inheritance transfer and developer handover.
