Article (5)
Competences of the Council
In pursuit of its objectives, the Council shall exercise the following competences:
1. Propose general directions, policies, legislation, strategies, initiatives, performance
indicators, and targets relating to the integrative medicine ecosystem in the State, ensuring
integration between modern, traditional, and complementary medicine practices and
services, expanding their scope within a unified, safer, and more efficient patient journey,
and follow up on their implementation, in coordination with the concerned authorities,
after approval by the Cabinet.
2. Develop national guidelines and manuals based on the integration of integrative medicine
pathways and protocols within priority areas, and follow up on their implementation, in
coordination with the concerned authorities, after approval by the Cabinet.
3. Coordinate with the concerned authorities to prepare and implement programs,
initiatives, and funding mechanisms aimed at supporting wider adoption of integrative
medicine protocols within the healthcare system, and encouraging scientific research and
trials on complementary therapies most closely aligned with the priorities of the State’s

healthcare sector, within the approved budgets.
4. Coordinate with the concerned authorities to prepare and implement initiatives necessary
to raise awareness and provide education on integrative medicine, and to enhance the
confidence of patients and healthcare providers in its usefulness and effectiveness.
5. Coordinate with the concerned authorities to prepare and implement programs and
initiatives necessary to build current and future talents and capacities within the
healthcare workforce, provide educational specializations in integrative medicine fields,
and integrate integrative medicine into educational and training curricula for healthcare
providers, in accordance with applicable procedures.
6. Coordinate with the concerned authorities to prepare and implement programs and
initiatives necessary to attract leading investments in the fields of integrative therapies,
thereby positioning the State as a regional and global hub for integrative medicine.
7. Conduct studies and research related to integrative medicine fields, including monitoring
and analyzing regional and international phenomena, risks, and trends, and submit the
necessary recommendations and measures thereon to the Cabinet.
8. Provide advice and guidance to federal, local, and concerned authorities, and coordinate
their efforts to ensure the implementation of integrative medicine strategies and initiatives
in the State and the achievement of their targets.
9. Monitor the results and impact of implemented integrative medicine policies, strategies,
and initiatives, and their health and economic returns, including progress achieved in key
performance indicators and targets, and submit periodic reports and necessary
recommendations thereon to the Cabinet.
10. Establish and organize a comprehensive database of information and data relating to the
Council’s competences, in coordination with the concerned authorities.
11. Propose accession to international treaties and conventions, and propose memoranda of
understanding and partnership agreements with States and leading regional and
international organizations and bodies in the fields of regulation, education, and
recognition of integrative medicine, in coordination with the Ministry of Foreign Affairs
and the concerned authorities.
12. Coordinate with the Ministry of Foreign Affairs and the concerned authorities to represent

the State in regional and international organizations, exhibitions, and conferences relating
to integrative medicine.
13. Organize local and international conferences, seminars, and workshops relating to
integrative medicine, in coordination with the relevant entities in the State.
14. Any other competences conferred upon it pursuant to laws, regulations, or Cabinet
resolutions.
