    Article 1

    Article (1) The following words and expressions will have the meaning indicated opposite each of them unless the context implies otherwise: Emirate: The Emirate of Dubai. RTA: The Roads and Transport Authority. Agency: The Public Transport Agency at the RTA. Licensing Authority: The Public Transport Agency at the RTA in relation to passenger transport activities. Taxicab: Vehicles designated for transporting passengers in return for a specific fare. On-demand Taxicab: A vehicle which transports passengers pursuant to prior agreements between customers and on-demand Taxicab operators. © 2015 The Supreme Legislation Committee in the Emirate of Dubai 1Every effort has been made to produce an accurate and complete English version of this legislation. However, for the purpose of its interpretation and application, reference must be made to the original Arabic text. In case of conflict the Arabic text will prevail.

    Article 2

    Article (2) Drivers of vehicles which are not licensed by the Licensing Authority to transport passengers must not transport them within the Emirate or from the Emirate to outside destinations.

    Article 3

    Article (3) Drivers of Taxicabs or On-demand Taxicabs may not transport passengers without obtaining relevant permit from the RTA.

    Article 4

    Article (4) A Taxicab may operate in the Emirate only if it is equipped with a meter for which the tariff is set by the RTA. Taxicab drivers must operate the meter at the beginning of each trip to transport passengers.

    Article 5

    Article (5) An entity licensed to transport passengers only by On-demand Taxicabs must not operate its vehicles as Taxicabs, and must maintain regular records of all transport requests received by it as well as any transportation agreements with third parties.

    Article 6

    Article (6) Without prejudice to any stricter penalty stipulated in any other legislation, a person who is convicted by a competent court of violating the provisions of this Regulation will be punished by a fine of five thousand Dirhams (AED 5,000.00) in case of violation of Articles (2) or (5), or a fine of two thousand five hundred Dirhams (AED 2,500.00) in case of violation of Articles (3) or (4). Upon repetition of the same violation within one (1) year from the previous violation, the amount of the fine will be doubled.

    Article 7

    Article (7) A person who commits a violation mentioned in the preceding Article may conclude a bargain in respect of the penalty with the Agency within fifteen (15) days from the date of violation as follows: 1. payment of a reduced fine of four thousand Dirhams (AED 4,000.00) in case of violation of Articles (2) or (5) of this Regulation, or a reduced fine of eight thousand Dirhams (AED 8,000.00) in case of repetition of the same violation; or

    Article 8

    Article (8) Employees of the RTA nominated by resolution of its Executive Director will have the capacity of law enforcement officers to record the acts committed in breach of the provisions of this Regulation. For this purpose, they may issue the relevant violation reports and seek, during the course of performing their duties, assistance of any Government department, authority, or corporation, including police personnel.

    Article 9

    Article (9) Regulation No. (7) of 2006 Concerning Traffic Control Rules and Procedures in the Emirate of Dubai will apply to all acts committed in breach of the provisions of this Regulation.

    Article (10) All fines stipulated in this Regulation will be paid to the RTA.
