    Article (1) The following words and expressions, wherever mentioned in this Decree, will have the meaning indicated opposite each of them unless the context implies otherwise: Executive Council Resolution: Executive Council Resolution No. (50) of 2016 Regulating Dubai Municipality Markets and its amendments.     Article 2

    Article (2) The following land plots, whose boundaries and areas are demarcated on the plans attached to this Decree, are hereby amalgamated into the PCFZC: 1. Plot No. (71117179), Al Aweer First; and 2. Plots Nos. (6140305), (6143099), (6140304), (6140307), (6143111), (6143112), (6143110), (6140299), (6140114), (6140117), (6140147), (6140297), (6140373), (6143109), (6140249), (6140308), (6140116), (6140306), (6140254), (6140132), (6140309), (6140288), (6140285), (6140286), (6140289), (6140290), (6140287), (6140128), (6140129), (6143106), (6140379), (6140378), (6140312), (6140127), (6140376), (6140375), (6143098), (6140311), (6140310), (6140296), and (6143097), Ras Al Khor Industrial Area 3. Applicability of Legislation

    Article (3) a. The land plots referred to in Article (2) of this Decree are hereby designated as a Special Development Zone. This Special Development Zone and the companies and establishments licensed to operate therein will be governed by the following legislation and the resolutions issued in pursuance thereof: 1. the above-mentioned Law No. (1) of 2001; and 2. the above-mentioned Decree No. (22) of 2009. b. The PCFZC will exercise the powers vested in it under the legislation referred to in paragraph (a) of this Article, the resolutions issued in pursuance thereof, and other legislation in force in the Emirate within the land plots referred to in Article (2) of this Decree and over the companies and establishments licensed to operate in these land plots. Applicability of the Executive Council Resolution

    Article (4) a. Notwithstanding the provisions of the legislation specified in paragraph (a) of Article (3) of this Decree, the provisions of the Executive Council Resolution and the resolutions issued in

    Decree No. (38) of 2025 Amalgamating Land Plots into the Ports, Customs, and Free Zone Corporation Page 3 of 19 pursuance thereof will apply within the land plots referred to in Article (2) of this Decree and the DM will exercise the powers vested in it under those provisions. b. The DM may, in accordance with the legislation in force, outsource to DP World the management, operation, or investment of all or part of the facilities or operations conducted in the DM Markets located within the land plots set out in Article (2) of this Decree. The DM may also outsource to DP World, or to any other entity, any of its functions related to the supervision and oversight of those markets under the provisions of the Executive Council Resolution and the resolutions issued in implementation thereof, pursuant to an agreement concluded for that purpose. The outsource agreement will provide for the rights and obligations of the DM and the contracted party. Compliance

    Article 5

    Article (5) All companies and establishments licensed to operate within the land plots specified in Article (2) of this Decree must comply with the legislation applicable to the PCFZC within one (1) year from the effective date of this Decree. Repeals

    Article 6

    Article (6) Any provision in any other legislation is hereby repealed to the extent that it contradicts the provisions of this Decree. Publication and Commencement
