Article (1) The following words and expressions, wherever mentioned in this Decree, will have the meaning indicated opposite each of them unless the context implies otherwise: Emirate: The Emirate of Dubai. Ruler: His Highness the Ruler of Dubai. Government: The Government of Dubai. Executive Council: The Executive Council of the Emirate. DAACS: The Dubai Appreciation Award for Community Service. Board of Trustees: The board of trustees of the DAACS. Article (6) a. The DAACS will be managed by a Board of Trustees who will be appointed pursuant to a resolution of the Ruler for a renewable period of three (3) years. Members of the Board of Trustees may not exceed eleven (11) including the chairman, the vice chairman and the Secretary General. b. The Board of Trustees will convene by invitation from its chairman at least once every three (3) months, and whenever else the need arises. Meetings of the Board of Trustees will be valid if attended by the majority of its members, provided that the chairman or his deputy is in attendance. Resolutions of the board will be passed by a majority vote of attending members, and in the event of a tie, the chair of the meeting will have the casting vote. Functions of the Board of Trustees

Article (7) The Board of Trustees is the highest authority overseeing the DAACS, and as such it will: 1. approve the general policy and annual plans of the DAACS in light of its pre- determined objectives; 2. approve the standards and principles that form the basis of selecting winners in the various categories of the DAACS, and submit them to the Executive Council for final approval; 3. approve the charter of the DAACS, and submit it to the Executive Council for final approval; 4. approve the balance sheet and final accounts of the DAACS, and submit them to the competent entities in the Emirate for final approval; 5. propose model designs for the categories of the DAACS, and submit them to the Ruler for approval; 6. determine timings and occasions for granting the DAACS; 7. approve the bylaws regulating the work of the DAACS; 8. form panels and expert work teams as required by the DAACS; 9. prepare the list of candidates for the DAACS, and submit it to the Ruler for approval; and

Article (8) The DAACS will have a Secretary General appointed pursuant to a resolution of the Chairman of the Executive Council. The Secretary General will have duties and powers to: 1. prepare the charter of the DAACS, and submit it to the Board of Trustees for approval; 2. draw the general policy of the DAACS, propose annual, implementing and operating plans of such policy, and submit them to the Board of Trustees for approval; 3. propose the draft annual budget, prepare the final accounts of the DAACS, and submit them to the Board of Trustees for approval; 4. propose the bylaws regulating the work of the DAACS and submit them to the Board of Trustees for approval; 5. propose the standards and the principles that form the basis of selecting winners in the various categories of the DAACS, and submit them to the Board of Trustees for approval; 6. represent the DAACS in its relations with third parties; 7. oversee the organisation of the DAACS ceremony for the winners; and 8. perform any other duties assigned by the chairman of the Board of Trustees.
