A real estate broker in Dubai must be licensed: the brokerage firm needs a trade licence with real estate activity, and each individual agent must be registered with RERA and hold a broker registration number (BRN) issued after mandatory training. Dealing only with registered brokers is more than a formality — licensed brokers are subject to RERA's conduct rules, use the official Trakheesi-issued contract forms (such as the listing agreement and Contract F), need a signed listing agreement from the seller before marketing a property, and require an advertising permit for every listing. You can verify any broker's BRN through the Dubai REST app in seconds. Commission is contractual, commonly two per cent of the sale price in secondary sales plus VAT, and should always be recorded in writing. Complaints about broker misconduct — fake listings, unauthorised advertising, withheld deposits — go to the DLD/RERA, which fines and suspends violators.
