Property valuation — Taqyeem in Arabic — is the formal assessment of a property's market value by a qualified valuer, and in Dubai the Land Department itself operates an official valuation service under that name. Valuations are required or relied upon at multiple legal pressure points: banks demand an approved valuation before issuing or restructuring a mortgage; courts and execution departments use valuations when properties are auctioned to satisfy judgments or divided in inheritance and divorce; the Rental Disputes Centre may consider rental valuations in rent disputes; and companies need valuations for financial reporting and capital contributions in kind. Dubai regulates the valuation profession, licensing valuers and setting standards, so the identity and accreditation of the valuer matters as much as the number. Anyone disputing a valuation — for example, an execution-sale price they consider too low — typically needs a counter-valuation from an accredited valuer as the foundation of their challenge.
