Mollak

Mollak (Arabic for 'owners') is the Dubai Land Department's electronic system for regulating and collecting service charges in jointly owned properties. Management entities must run their service charge budgets through Mollak: budgets are reviewed and approved on the regulator's side, invoices to unit owners are issued through the system, and payments flow into dedicated, supervised bank accounts rather than the manager's general funds. For owners, Mollak is the answer to a once-chronic problem — opaque, arbitrary service charges and fees collected with no accountability. An invoice that does not come through Mollak is a red flag, and owners can verify their charges and payment history in the system. Mollak also matters at sale time: service charge clearance is checked before transfer, so arrears recorded in the system will surface and must be settled. Buyers should ask for the unit's Mollak statement during due diligence.
