A master developer is the entity that develops an entire master-planned community — acquiring the land, building infrastructure and roads, setting the master plan and community rules, and selling plots or projects within it to sub-developers and end purchasers. Dubai's landscape is defined by its master developers, and the identity of the master developer follows every property in its communities for life: it issues the NOCs required to transfer units, levies master community service charges that sit alongside building-level charges, controls community rules on use, alterations and short-term letting, and approves construction on villa plots. Legally, buyers within a master community accept a layered structure — master community declaration on top, building or sub-community rules beneath — and disputes about charges or approvals often involve the master developer rather than the immediate seller. Checking the master developer's fee schedule and rules is part of proper due diligence on any community purchase.
