    Article 1

    Article (1) Definitions For the purposes of implementing the provisions of this Resolution, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise: State : The United Arab Emirates. Cabinet : The Cabinet of the State. Programme : The Mohammed bin Rashid Smart Learning Programme. Higher Committee : The Higher Committee for the Supervision of the Programme. Executive Committee : The Executive Committee for the Programme. Director General : The Director General of the Programme. Authority : The General Telecommunications Regulatory Authority. Fund : The Telecommunications and Information Technology Fund at the Authority.

    Article 2

    Article (2) Objectives of the Mohammed bin Rashid Smart Learning Programme The Programme aims to: 1. Develop an educational environment using interactive smart learning; 2. Enhance students’ performance by technologically empowering them in line with international standards; 3. Link the student and the teacher with the cognitive and technical skills of the twenty- first century; 4. Utilize information and communication technology to enable the teaching staff to measure educational outcomes and skills more accurately; 5. Facilitate effective communication among the elements of the educational process and the community for the optimal utilization of available resources.

    Article 3

    Article (3) The Higher Committee 1. A Higher Committee shall be established pursuant to this Resolution for the supervision of the implementation of the "Mohammed bin Rashid Smart Learning Programme". 2. The Higher Committee shall be formed under the chairmanship of the Minister of Education, and with the membership of each of the following: 1. The Chairman of the Board of Trustees of the Fund, as a member; 2. A representative of the Office of the Prime Minister, as a member. 3. The term of membership in the Committee shall be three years, renewable. The Higher Committee shall have all the necessary powers to exercise its competences and achieve the objectives of the Programme. 4. The Commit…

    Article (4) Competences of the Higher Committee The Higher Committee shall be competent to: 1. Approve and oversee the implementation of the general policy and operational plans of the Programme; 2. Approve the strategic plan of the Programme and supervise its implementation; 3. Exercise the financial and administrative powers necessary for the general supervision of the Programme's activities; 4. Approve the funding programmes, aspects of expenditure, and the controls governing them; 5. Approve the programmes and initiatives issued by the Executive Committee; 6. Approve the internal regulations for the work of the Higher Committee and the Executive Committee; 7. Approve a system for contrac…

    Article 5

    Article (5) Periodic Reports The Higher Committee shall submit periodic reports to the Prime Minister on the progress made in the implementation of the initiative, and on any future projects and initiatives to enhance the implementation thereof.

    Article 6

    Article (6) The Executive Committee An Executive Committee for the management of the Programme shall be formed, composed of five members selected by the Higher Committee. The Executive Committee shall undertake the following tasks: 1. Propose programmes and initiatives, including the strategic plan, and submit them to the Higher Committee for approval; 2. Implement the general policy, operational plans, and strategy of the Programme and review them periodically; 3. Propose funding programmes, the controls governing them, and the aspects of expenditure on the Programme, and submit them to the Higher Committee for approval; 4.     Article (7) Director General of the Programme The Programme shall be managed by a Director General selected by the Higher Committee, which shall also determine their salary, allowances, term of service in the Programme, and whether their appointment shall be renewed.

    Article 8

    Article (8) Duties of the Director General of the Programme The Director General of the Programme shall be responsible before the Higher Committee for the management of the Programme and shall undertake the following duties: 1. Implement the resolutions of the Executive Committee and the Higher Committee;

    Article 9

    Article (9) Financial Resources of the Programme The Fund shall provide the necessary financial support for the Programme in accordance with the financial and accounting systems applicable in the Authority.

    Article 10

    Article (10) The Programme may, subject to the approval of the Higher Committee, receive any donations that serve the objectives thereof. Such donations shall be deposited into a special account of the Programme at the Fund.

    Article 11

    Article (11) Supervision of the Programme The Programme shall be subject to the supervision of the Supreme Audit Institution. Separate accounts for the Programme shall be maintained within the Fund, and the Programme shall also be subject to the internal audit applicable at the Authority.

    Article 12

    Article (12) This Resolution shall enter into force from the date of its issuance and shall be published in the Official Gazette. Mohammed bin Rashid Al Maktoum Prime Minister Issued by us in Abu Dhabi: On: 28 Rajab 1433 A.H. Corresponding to: 18 June 2012 A.D.
