    Article 1

    Article (1) Definitions For the purposes of implementing the provisions of this Resolution, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise: The State : The United Arab Emirates. Ministry : The Ministry of Culture and Youth. Minister : The Minister of Culture and Youth. National Commission : The UAE National Commission for Education, Culture, and Science. Chairman : The Chairperson of the National Commission.

    Cabinet Resolution of 2021 Regarding the UAE National Commission for Education, Culture, and Science 2 Organizations : The United Nations Educational, Scientific and Cultural Organization (UNESCO), the Islamic World Educational, Scientific and Cultural Organization (ICESCO), and the Arab League Educational, Cultural and Scientific Organization (ALECSO).

    Article 2

    Article (2) Organizational Structure of the National Commission 1. The National Commission shall be reorganized in accordance with the provisions of this Resolution. 2. The National Commission shall exclusively serve as the liaison between all relevant (federal and local) entities within the scope of its competences and the Organizations. 3. The Commission shall be affiliated with the Ministry, shall be headquartered in the city of Abu Dhabi, and may establish branches or offices within the State.

    Article 3

    Article (3) Functions of the National Commission The National Commission shall exercise the following competences: 1. Provide final approval of the plan to achieve benefit and cooperation between the relevant entities in the State, on one hand and the Organizations on the other. 2. Cooperate with the Organizations to implement their respective educational, cultural, and scientific programs and activities within and outside the State. 3. Oversee all activities, programs, and initiatives carried out by the relevant entities in the State in collaboration with the Organizations. 4. Raise awareness among citizens and relevant entities in the State about the mission, objectives, and activities of the Organizations, and disseminate information thereon through various media outlets, and by issuing related publications. 5. Provide the Organizations with information related to educational, cultural, and scientific activities within the State.

Provide advice and necessary information to the State’s delegations participating in conferences and meetings organized or overseen by the Organizations, whether held within or outside the State. 7. Take appropriate actions to strengthen the relationship between the National Commission and similar national commissions in other countries and cooperate there within programs and projects of mutual interest. 8. Monitor the work of the Organizations and other international bodies concerned with the fields of education, culture, and science, as well as their affiliated organizations, based on assignments from the Chairman of the Commission. 9. Coordinate with all relevant entities in the State regarding their relations with the Organizations. 10. Perform any other tasks or competences assigned to the Commission by its Chairman.

    Article 4

    Article (4) Chairmanship of the Commission The Minister shall assume the chairmanship of the National Commission and shall, in this regard, exercise the following powers: 1. Provide general oversight of all affairs of the National Commission. 2. Issue resolution on the formation of the National Commission and any subcommittees thereof. 3. Represent the State in high-level meetings and conferences related to the activities of the National Commission. 4. Issue resolutions appointing the State’s representatives to the councils, committees, and working groups of the Organizations. 5. Oversee the organization of the Commission’s relations with the Organizations. 6. Oversee the State’s representation in the Organizations and participation in their activities, meetings, and events, in coordination with the Ministry of Foreign Affairs and International Cooperation. 7. Take appropriate actions to strengthen the State’s relations with national commissions and permanent delegations of other countries to UNESCO.

    Article 5

    Article (5) Financial Resources of the National Commission 1. The sources of financial resources of the National Commission shall be limited to the following: a. Financial allocations assigned thereto from the appropriations included within the Ministry’s budget. b. Donations, sponsorships, grants, and bequests accepted by the National Commission. 2. The financial resources of the National Commission shall be used to implement its activities and programs, to pay the State’s membership contributions to the Organizations, and to fulfill other financial obligations incumbent upon the National Commission. 3. Entities concerned with education, culture, and science in the State shall bear the costs of their joint activities and programs with the Organizations from their own budgets.

    Article 6

    Article (6) Executive Resolutions The Chairman of the National Commission shall issue the necessary resolutions to implement the provisions of this Resolution, including the resolutions involving the formation, organizational structure at all levels, rules of procedure, and meetings of the National Commission.

    Article 7

    Article (7) Repeals Cabinet Resolution No. (14) of 1980 Regarding the Establishment of the UAE National Commission for Education, Culture, and Science, as amended, is hereby repealed.

    Article 8

    Article (8) Publication and Entry into Force This Resolution shall be published in the Official Gazette and shall enter into force from the date of its issuance. Mohammed bin Rashid Al Maktoum Prime Minister Issued by Us: Dated:18 Dhul-Qi‘dah 1442 A.H. Corresponding to: 28 June 2021 A.D.
