Article (6)
For the purpose of achieving its objectives, the DIEDC will, in coordination and
cooperation with the concerned federal and local entities, have the duties and powers
to:
1. propose the policies and strategic plans required for developing the industrial and
export sectors of the Emirate; submit the same to the Director General for approval,

in preparation for final approval by the Executive Council; and follow up the
implementation of these policies and plans upon approval;
2. support implementation of the policies, programmes, and initiatives for the
development of industries and promotion of exports in line with the comprehensive
strategic plans for the economic development of the Emirate;
3. determine the standards and requirements that must be met by Establishments and
their products to be registered with the Programme;
4. follow up and evaluate performance of the industrial and export sectors in the
Emirate; identify the obstacles that hinder their development; and propose the
actions required to remove or address these obstacles;
5. promote local industries with a view to exporting their products; diversify local
industry products that meet international standards; and support high value added
industrial sectors.
6. develop the infrastructure that supports the industrial and export sectors in the
Emirate;
7. study and review the legislation regulating the industrial and export sectors; propose
drafts of legislation that would support their regulation and development; and submit
the same to the competent entities in the Emirate to take the appropriate actions
and decisions in respect thereof;
8. provide the assistance, information, and technical advice required for assisting
Establishments to develop their ability to market their products in foreign markets;
9. identify target export foreign markets and determine the products and services that
may be exported from the Emirate to these markets;
10. propose concluding, or acceding to, international treaties and conventions, for the
development of industries and exports, with other countries and international
organisations;
11. propose and implement initiatives and programmes that aim to raise awareness of
the importance of the industrial and export sectors in supporting the Emirate's gross
domestic product (GDP);
12. coordinate with Establishments on the development of their trademarks to enable
them to promote their products in foreign markets;

13. encourage Establishments to diversify their investment portfolios in various fields of
industry with a view to achieving industrial integration;
14. participate in achieving industrial integration and self-sufficiency in the major sectors
of the economy;
15. consider the complaints filed by Establishments in respect of any matters related to
the functions of the DIEDC, and provide appropriate settlement for these disputes;
16. consolidate relations between the manufacturers and service providers in the Emirate
and foreign importers;
17. cooperate and coordinate with concerned federal and local entities, and with foreign
entities; and conclude memoranda of understanding with these entities with the aim
of developing the competitive edge of the industrial and export sectors of the
Emirate;
18. conduct periodical studies on the industrial and export sectors in the Emirate, and
make these studies available for use by Establishments when making their
investment decisions;
19. hold trade exhibitions and events; and organise trade conferences and missions,
marketing visits, and training programmes and workshops related to industries and
exports at the national and international levels;
20. coordinate with the concerned federal and local entities to create the industry
register of the entities licensed in the Emirate; and
21. exercise any other duties or powers required for the achievement of the objectives
of the DIEDC.
