Article (2) The following words and expressions, wherever mentioned in this Law, will have the meaning indicated opposite each of them unless the context implies otherwise: Emirate: The Emirate of Dubai. Ruler: His Highness the Ruler of Dubai. Executive Council: The Executive Council of the Emirate of Dubai. General Secretariat: The general secretariat of the DSC. Secretary General: The secretary general of the DSC. Sports Establishment: Any establishment licensed in the Emirate to conduct a sports activity. This includes football companies; sports clubs; and youth and sports academies and centres which are concerned with the social, cultural, and sports affairs of the youth.

Article (5) The DSC will have the following objectives: 1. to promote sports in the Emirate in line with the approved strategic plans and best international practices; 2. to create a comprehensive sports environment that meets the requirements of community members and paves the way for the youth to discover and enhance their sporting talents in a way that leads them to make remarkable achievements in local, regional, and international sports competitions; 3. to help improve the performance of Sports Establishments in investment fields so they can reach financial self-sufficiency, and enable them to capitalise on and develop their available resources; 4. to strengthen the role of Sports Establishments at the social and cultural levels and increase their social and cultural activities; 5. to promote a culture of professionalism in Sports Establishments, support programmes and plans for transition from amateurism to professionalism in all sports, especially football; and 6. to achieve good governance of Sports Establishments in the Emirate.

Article (6) For the purpose of achieving its objectives, the DSC will have the duties and powers to: 1. set strategic plans for sports development in the Emirate, and propose the legislation and policies that assist Sports Establishments in implementing their various plans and programmes; 2. develop the objectives, programmes, and initiatives that support the operational plans of Sports Establishments; 3. study the problems facing Sports Establishments and find appropriate solutions to them;

Law No. (4) of 2017 Amending Law No. (11) of 2009 Concerning the Dubai Sports Council Page 3 of 7 4. approve the statutes, and the regulatory, administrative, and financial bylaws of Sports Establishments; 5. approve the budgets of all sports clubs; 6. establish investment companies solely or in partnership with other persons; 7. develop and launch partnership projects between the public and private sectors to support sports and enhance marketing and investment in the sports sector; 8. develop the plans and programmes needed to ensure a strong professional performance by Sports Establishments and develop the competence of their administrative and technical cadres, including players and coaches; 9. grant, in accordance with the relevant standards adopted by the DSC, approvals to issue and renew the licences of Sports Establishments in the Emirate; 10. conduct supervision and financial and administrative audit of Sports Establishments in the Emirate, follow up their work, and assess their performance; 11. organise sports events in the Emirate, including sports festivals; shows; celebrations; competitions; championships; and competitive, recreational, and community sports events, and conduct the workshops, seminars, conferences, and initiatives pertaining to these events; 12. issue, in coordination with concerned entities, approvals for organising sports events in the Emirate, and supervise and oversee these events; 13. develop the programmes and initiatives that support women sports, parasports, and special sports to ensure offering equitable opportunities to practise these sports; 14. develop programmes and initiatives to promote the concept of community sports and sports tourism, in coordination with the concerned entities in the Emirate; 15. develop programmes and activities to raise the awareness of community members and institutions on the importance of sports activities; 16. develop mechanisms that govern the relationship among Sports Establishments, players, coaches, supporters’ groups, and sports spectators; 17. grant approvals to use the name, logo, symbol, or marks of the DSC or the name of Dubai at any sports event conducted in the Emirate; and 18. exercise any other duties or powers required for the achievement of the objectives of the DSC.

Article (7) a. A President will be appointed to the DSC pursuant to a decree issued by the Ruler. b. The President will have the duties and powers to: 1. undertake general supervision of the work of the DSC and ensure that the DSC achieves its objectives;

Law No. (4) of 2017 Amending Law No. (11) of 2009 Concerning the Dubai Sports Council Page 4 of 7 2. approve the general policy and the strategic plans and programmes of the DSC; 3. approve the draft annual budget and final accounts of the DSC, and submit the same to the competent entities for final approval; and 4. approve the funding required for developing and implementing the plans, projects, and programmes of Sports Establishments, and submit the same to the competent entities for final approval. c. The President may delegate any of the powers vested in him pursuant to paragraph (b) of this Article to the vice president, provided that the delegation is specific and in writing.

Article (8) A vice president will be appointed to the DSC pursuant to a decree of the Ruler. The vice president will act as the President in his absence, and will perform any other duties assigned or delegated to him by the President.

Article (9) a. The DSC will have a Board of Directors comprised of a chairman, a vice chairman, and a number of members, appointed pursuant to a decree of the Ruler. b. The Board of Directors will have the duties and powers to: 1. approve the general policy of the DSC and its strategic plans and programmes, and submit the same to the President for final approval; 2. approve the plans, projects, programmes, and initiatives required for supporting and implementing the approved general policy of the DSC; 3. approve the bylaws, regulations, and resolutions regulating the administrative, financial, and technical affairs of the DSC; 4. approve the programmes and initiatives designed to motivate Sports Establishme nts, their members, and their employees and to develop the administrative work at these establishments; 5. approve the annual report on the work and activities of the DSC, and submit the same to the President to review it and issue directives on the appropriate action in this regard; 6. approve the bylaws, regulations, plans, and programmes required to boost the professional performance of Sports Establishments and to instil a culture of sports professionalism; 7. approve the operating budgets of Sports Establishments based on their financial needs, ensuring proper use of available resources; 8. approve the fees and charges for the services provided by the DSC, and submit the same to the competent entities for final approval;

Law No. (4) of 2017 Amending Law No. (11) of 2009 Concerning the Dubai Sports Council Page 5 of 7 9. approve the organisational structure of the DSC, and submit the same to the competent entities for final approval; 10. discuss the draft annual budget and final accounts of the DSC, and submit the same to the President for approval; 11. discuss the funding required for developing and implementing the plans, projects, and programmes of Sports Establishments, and submit the same to the President for approval; 12. propose the legislation related to the DSC objectives, and give opinion on the legislation needed to regulate sport-related fields; and 13. exercise any other duties or powers, related to the objectives of the DSC, assigned to it by the President.

Article (13) a. The DSC will have a General Secretariat comprised of a Secretary General and a numb er of administrative and finance Employees. b. The General Secretariat will provide technical and administrative support services to enable the DSC to exercise the duties and powers assigned to it pursuant to this Law and the legislation in force in the Emirate.

Article (14) a. A Secretary General will be appointed to the DSC pursuant to a resolution issued by the Chairman of the Executive Council upon the recommendation of the Board of Directors. b. The Secretary General will be responsible to the Board of Directors for implementing the general policy of the DSC, and for the organisational and administrative affairs of the DSC. In particular, the Secretary General will have the duties and powers to: 1. prepare the general policy of the DSC and its strategic plans and programmes, and submit the same to the Board of Directors for approval; 2. develop the plans, projects, programmes, and initiatives required for supporting and implementing the approved general policy of the DSC, and submit the same to the Board of Directors for approval; 3. draft the bylaws, regulations, and resolutions regulating the administrative, financial, and technical affairs of the DSC, and submit the same to the Board of Directors for approval ; 4. approve the programmes and initiatives designed to motivate Sports Establishments, their members, and their employees and to develop the administrative work at these establishments, and submit the same to the Board of Directors for final approval; 5. prepare the draft annual budget and final accounts of the DSC, and submit the same to the Board of Directors for discussion;

Law No. (4) of 2017 Amending Law No. (11) of 2009 Concerning the Dubai Sports Council Page 6 of 7 6. prepare the organisational structure of the DSC, and submit the same to the Board of Directors for approval; 7. prepare the annual report on the work and activities of the DSC, and submit the same to the Board of Directors for approval; 8. draft the bylaws, regulations, plans, and programmes required to boost the professional performance of Sports Establishments and to instil a culture of sports professionalism, and submit the same to the Board of Directors for approval; 9. revise the operating budgets of Sports Establishments based on their financial needs, ensuring proper use of available resources, and submit the same to the Board of Directors for approval; 10. propose fees and charges for the services provided by the DSC, and submit the same to the Board of Directors for approval; 11. supervise the daily operational, administrative, and technical work of the General Secretariat; 12. follow up achieving the required performance outcomes of the General Secretariat, and submit performance reports to the Board of Directors; 13. propose the sources of funding required to develop and implement the plans, projects, and programmes of Sports Establishments, and submit the same to the Board of Directors for discussion; 14. follow up and coordinate the work of the permanent or temporary committees and work teams formed within the DSC, and submit the appropriate recommendations regarding them to the Board of Directors; 15. represent the DSC before third parties and conclude the contracts and agreements required for the achievement of the objectives of the DSC; and 16. exercise any other duties or powers assigned to him by the President, the vice president, or the Board of Directors.

Article (17) The financial resources of the DSC will consist of: 1. the support allocated to the DSC in the General Budget of the Emirate; 2. fees and charges for the services provided by the DSC; 3. donations, grants, bequests, and gifts received by the DSC and accepted by the President; and 4. any other resources approved by the Executive Council.

Article (20) a. A Sports Establishment must:

Law No. (4) of 2017 Amending Law No. (11) of 2009 Concerning the Dubai Sports Council Page 7 of 7 1. work in accordance with the directives of the DSC, and in cooperation and coordination with the General Secretariat in respect of its sports programmes, activities, and events; 2. draft its statute and regulatory, administrative, and financial bylaws, and present the same to the DSC for approval; 3. submit its development projects and its programmes to the DSC to approve the funding required for their implementation; 4. obtain the required permits and approvals from the DSC to conduct its activities; 5. obtain the approval of the DSC on participating in the sports events held outside of the United Arab Emirates; and 6. obtain the approval of the DSC on holding any sports events, hold these events only at the venues designated to them, and submit the reports and information required by the DSC on preparing for and conducting these events. b. The acts that constitute violations of this Law and the resolutions issued in pursuance hereof, and the penalties prescribed for such violations, will be determined pursuant to a relevant resolution issued by the Chairman of the Executive Council. c. The concerned entities in the Emirate must not issue or renew a licence for any Sports Establishment or authorise any Sports Establishment or any other events organiser to conduct any sports events or activities or provide any related service without first obtaining the approval of the DSC.
