Law No. (11) of 2007 Establishing the Dubai Maritime City Page 2 of 6 Emirate: The Emirate of Dubai. Ruler: His Highness the Ruler of Dubai. DMC: The Dubai Maritime City. DMCA: The Dubai Maritime City Authority. Chairman: The chairman of the DMCA.

Article (5) For the purpose of achieving its objectives, the DMCA will have the powers to: 1. issue the regulations and bylaws required for the implementation of the provisions of this Law, including those regulating registration of ships and yachts; and regulating maritime traffic and navigation within the boundaries of the DMC; 2. issue licences to individuals, companies, establishments, and maritime consultancy firms that wish to conduct various maritime activities or any other activity related thereto; 3. provide companies, establishments, and individuals with administrative staff, technicians, artisans, and other workers in accordance with the conditions agreed upon between the DMCA and the requesting entity; 4. collect fees for the services that the DMCA provides; 5. own, sell, lease out, mortgage land and facilities; or dispose thereof in any manner; 6. build and manage infrastructure and buildings on the land of the DMCA; 7. hold shares or enter into partnership with others to establish companies within and outside of the DMC; 8. cooperate with local and international maritime corporations and agencies; and 9. invest and utilise the DMCA funds in commercial, financial, or service fields.

Article (6) The DMCA will be responsible for licensing various maritime activities and other activities related thereto, including: 1. ownership of ships and yachts; 2. operating ships and conducting ship operations; 3. managing ships; 4. operating as maritime agents;

Law No. (11) of 2007 Establishing the Dubai Maritime City Page 4 of 6 5. ship chartering and brokerage; and freight; 6. loading and unloading cargo; 7. maritime classification bodies; 8. maritime surveyors and inspectors; 9. marine insurance; 10. maritime financing; 11. maritime navigation regulatory authorities; 12. maritime tourism, maritime leisure industry, and cruises; 13. seismic survey vessels, drilling vessels, and refuelling vessels; 14. marine fishing and marine aquaculture; 15. ship and yacht building and repair; 16. storage; 17. marine equipment; 18. maritime information systems; 19. marine exploration, surveying, and photography; 20. marine education, training, and research; 21. marine conferences and workshops; and 22. any other activities that are relevant to the DMC work and are approved by the Chairman.

Article (11) The DMCA may outsource to one or more legal person(s), (the “Operator(s)”), the management and conducting of any or all the operations performed within the land of the DMCA, including the development and investment of the DMCA property. The DMCA may, in accordance with the objectives and conditions it deems appropriate, conclude contracts for assigning; transferring the ownership; mortgaging; or disposing, in any manner, of the assets of the DMCA. The Chairman is hereby authorised to sign all the documents and contracts required in relation to the Operator(s) or any other party. The DMCA will not be liable for any debts or obligations claimed from the Operator (s) or any other party.
