    Article 1

    Article (1) The following words and expressions, wherever mentioned in this Decree, will have the meaning indicated opposite each of them unless the context implies otherwise: Emirate: The Emirate of Dubai. RTA: The Roads and Transport Authority. HAIPM: The Hamdan bin Mohammed Award for Innovation in Project Management. HAIPM Patron: His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum. Board of Trustees: The board of trustees of the HAIPM. Project: Any time-bound work or activity resulting in creating a product or service with a view to making a positive change or creating an added value. Programme: A group of interrelated Projects concurrently managed for the purpose of achieving one desired goal. Establishment of the HAIPM

    Article 2

    Article (2) Pursuant to this Decree, an award named the “Hamdan bin Mohammed Award for Innovation in Project Management” is established. The HAIPM will be managed in accordance with the provisions of this Decree and its Charter, and will be affiliated to the RTA. Head Office of the HAIPM

    Article 3

    Article (3) The head office of the HAIPM will be located in the city of Dubai. Other branches of the HAIPM may be established within and outside of the Emirate pursuant to a resolution of the Board of Trustees. Objectives of the HAIPM

    Article 4

    Article (4) The HAIPM will have the following objectives: 1. to develop Projects through innovating smart and sustainable solutions; 2. to recognise innovative and creative persons with distinguished contributions in Project management at the local, regional, and international level; 3. to explore, assess, and benefit from innovative practices in Project management; 4. to provide a platform for sharing innovative Project management ideas and exchanging outstanding Project management expertise; 5. to exchange knowledge and expertise in Project management; and

    Article 5

    Article (5) The HAIPM will be awarded in the following categories: 1. Innovative Project Manager; 2. Innovative Project Management Office Manager; 3. Innovative Project Team; 4. Innovative Project Management Idea; 5. Innovative Programme Management Idea; 6. Innovative Project Portfolio Management Idea (multiple Projects serving one strategic goal); and 7. any other categories determined by the Board of Trustees. Functions of the HAIPM Patron

    Article 6

    Article (6) a. The HAIPM Patron will have the duties and powers to: 1. approve the general policy and strategic and implementation plans of the HAIPM; 2. approve the Charter of the HAIPM; 3. approve the nomination of winners in each of the HAIPM categories; 4. grant the HAIPM; and 5. approve the annual remuneration of members of the Board of Trustees. b. The HAIPM Patron may delegate any of his duties under paragraph (a) of this Article to the Chairman, provided that this delegation is specific and in writing.

    Article 7

    Article (7) a. The Award will be managed by a Board of Trustees comprised of a Chairman, a vice chairman, and a maximum of five (5) members, three (3) of whom must be from the RTA. Members of the Board of Trustees will be appointed pursuant to a resolution of the HAIPM Patron. b. The Board of Trustees will be appointed for a renewable term of three (3) years. c. The Board of Trustees will convene at the invitation of its Chairman, or vice chairman in case of absence of the Chairman, at least once every three (3) months or where necessary. Meetings of the Board of Trustees will be valid if attended by the majority of its members, provided that the Chairman or vice chairman is in attendance. Resolutions and recommendations of the Board of Trustees will be passed by majority vote of attending members, and in the event of a tie, the chair of the meeting will have the casting vote. d. Resolutions and recommendations of the Board of Trustees will be recorded in minutes signed by the chair of the meeting and attending members. e. The vice chairman will perform the duties and exercise the powers of the Chairman where the Chairman is absent or where the post of the Chairman falls vacant for any reason.     Article 8

    Article (8) a. The Board of Trustees will undertake general supervision of the HAIPM. For this purpose, the Board of Trustees will have the duties and powers to: 1. approve the general policy and strategic and implementation plans of the HAIPM, and submit the same to the HAIPM Patron for final approval; 2. approve the annual and phase-based work plans of the HAIPM in light of its objectives; 3. provide the means required for the HAIPM to conduct its activities and achieve its objectives; 4. approve the rules, criteria, conditions, and requirements based on which the winners of the HAIPM in its various categories are selected; 5. approve the HAIPM eligibility conditions;

    Decree No. (18) of 2016 Establishing the Hamdan bin Mohammed Award for Innovation in Project Management Page 5 of 8 6. withhold the HAIPM in any category where there are no candidates for it or where none of the candidates meets the eligibility conditions and requirements; 7. approve the organisational structure of the HAIPM and the bylaws regulating its administrative, financial, and technical work; 8. approve the nomination of winners of the HAIPM in all its categories, and submit the same to the HAIPM Patron for final approval; 9. determine the monetary value of the HAIPM in each category; 10. conduct the supervision, guidance, and follow-up of the activities and matters related to the objectives of the HAIPM; 11. submit to the HAIPM Patron annual reports on the various activities of the HAIPM; 12. based on the requirements of the HAIPM activities, form permanent and temporary specialised sub-committees and work teams, and determine their duties, powers, and tenure; 13. endorse the HAIPM annual report prepared by the Secretary General; 14. conclude the agreements that serve the activities and objectives of the HAIPM; 15. accept the grants, gifts, and donations which are offered to the HAIPM to further its objectives; and 16. exercise any other duties or powers related to the objectives of the HAIPM as assigned to it by the HAIPM Patron. b. The Board of Trustees may delegate any of its powers under paragraph (a) of this Article to any of its members or to the Secretary General, provided that such delegation is specific and in writing.     Article (9) a. A Secretary General will be appointed to the HAIPM pursuant to a resolution of the HAIPM Patron. b. The Secretary General will have the duties and powers to:

    Decree No. (18) of 2016 Establishing the Hamdan bin Mohammed Award for Innovation in Project Management Page 6 of 8 1. devise the general policy and strategic and implementation plans of the HAIPM, and submit the same to the Board of Trustees for approval; 2. propose the annual and phase-based work plans of the HAIPM, and submit the same to the Board of Trustees for approval; 3. draft the rules, criteria, conditions, and requirements based on which the winners of the HAIPM in its various categories are selected, and submit the same to the Board of Trustees for approval; 4. propose the HAIPM eligibility conditions, and submit the same to the Board of Trustees for approval; 5. draft the organisational structure of the HAIPM and the bylaws regulating its administrative, financial, and technical work, and submit the same to the Board of Trustees for approval; 6. supervise the sorting of applications for the HAIPM and submit the same to the Board of Trustees for approval; 7. prepare a comprehensive annual report on the HAIPM, and submit the same to the Board of Trustees for endorsement; 8. represent the HAIPM in its relations with third parties; 9. follow up the implementation of the resolutions passed by the Board of Trustees; and 10. perform any other duties assigned or delegated to him by the Board of Trustees.     Article 10

    Article (10) The HAIPM will be granted in its various categories by a resolution of the HAIPM Patron. The HAIPM winners will be announced during the Dubai International Project Management Forum or at any other time determined by the Board of Trustees.

    Article 11

    Article (11) The HAIPM will be granted to those who satisfy the HAIPM eligibility conditions and requirements. The HAIPM may be granted to a person who has already been granted the HAIPM for any other idea or Project, in the same or a higher level. Financial Resources of the HAIPM

    Article 12

    Article (12) The financial resources of the HAIPM will consist of: 1. support allocated to the HAIPM in the annual budget of the RTA; 2. proceeds from marketing activities and sponsorships; 3. gifts, donations, and grants acceptable to the Board of Trustees; and 4. any other resources approved by the HAIPM Patron.     Article 13

    Article (13) The RTA will provide administrative and technical support to the HAIPM, and will supervise the organisation of the HAIPM ceremonies. Issuing Implementing Resolutions

    Article 14

    Article (14) The HAIPM Patron will issue the resolutions required for the implementation of the provisions of this Decree. Commencement and Publication
