General UAE Legal Questions LawDecree No. (22) of 2006 Establishing the Crisis and Disaster Management Team

Article (1) This Decree will be cited as “Decree No. (22) of 2006 Establishing the Crisis and Disaster Management Team”.

Article (2) The following words and expressions will have the meaning indicated opposite each of them unless the context implies otherwise: Ruler: His Highness the Ruler of Dubai. Emirate: The Emirate of Dubai. Government: The Government of Dubai. Executive Council: The Executive Council of the Emirate of Dubai. CDMT: The Crisis and Disaster Management Team. Chairman: The chairman of the CDMT.

Article (4) The CDMT will be responsible for managing, in coordination with the concerned federal and local entities, any crisis or disaster that may occur in the Emirate in a manner that prevents the situation from aggravating or deteriorating, and mitigates their effects by developing appropriate plans and alternatives for confronting existing or potential situations.

Article (5) The CDMT will have the duties and responsibilities to: 1. develop the plans to be implemented in dealing with any crisis or disaster that may occur in the Emirate; 2. ensure that all concerned entities in the Emirate have implemented the previously approved scenario-based training plans; 3. determine the duties of the Chairman's assistants; 4. determine the mechanisms, supplies, and equipment required for dealing with any crisis or disaster that may occur in the Emirate; and 5. perform any other duties assigned to it by His Highness the Ruler.

Article (6) The Chairman will consider the recommendations made by any of his assistants and make the relevant appropriate decisions. For this purpose, the Chairman may consult with any of his assistants or with local departments and corporations, each within its own jurisdiction.

Article (7) The CDMT will have one or more spokespersons. The Chairman will nominate, and determine the duties of, the spokesperson(s).

Article (8) The CDMT will, within two (2) months from the date on which this Decree comes into force, do the following: 1. develop the general policy and strategic plan for crisis and disasters management at the Emirate level; and 2. develop the operational plans, mechanisms, and procedures of the CDMT.

Article (9) The Chairman will submit to the Ruler periodic reports on the work progress of the CDMT and on the obstacles it may encounter.

Article (10) For the purpose of performing his duties and responsibilities under this Decree, the Chairman may seek assistance from employees, experts, and technical specialists of the Dubai Police General Headquarters or of any Government department, as he deems appropriate.

Article (11) The vice-chairman will perform any duties assigned to him, from time to time, by the Chairman. Where the Chairman is absent for any reason whatsoever, the vice-chairman will perform all the duties and powers vested in the Chairman.

Article (12) The CDMT will convene at the invitation of the Chairman, or the vice-chairman in case of absence of the Chairman, at least once a month or where necessary.
