RERA (Real Estate Regulatory Agency)

RERA is the Real Estate Regulatory Agency of Dubai, the regulatory arm of the Dubai Land Department (DLD). Established by Law No. 16 of 2007, it licenses and supervises developers, brokers, owners' associations, and escrow account trustees; registers off-plan sales and lease contracts (Ejari); publishes rental indices used by the Rental Disputes Centre; issues developer completion certificates; and enforces compliance with real-estate laws in Dubai. RERA does not itself adjudicate disputes — those go to the Rental Disputes Centre or the Dubai courts — but it issues binding administrative decisions on registration, licensing, and escrow matters. Abu Dhabi's equivalent is the Abu Dhabi Real Estate Centre (ADREC); other emirates have their own authorities.
