Article (1) Definitions The definitions set forth in Federal Decree by Law No. (23) of 2024 Regarding Social Support and Empowerment shall apply to this Resolution. In addition, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise: Crisis or Disaster : A situation in which five residences or fewer sustain physical damage resulting from external factors. Relief and Emergency Support : Cash support provided to the Affected Person in respect of the consequences of a Crisis or Disaster.

Cabinet Resolution of 2026 Regarding the Controls for Disbursing Social Support to Address Crises and Disasters 2 Affected Person : Any natural person who sustains harm as a result of a Crisis or Disaster, resulting in damage to their residence or the contents thereof. Damage Assessment Report : A technical document issued by the Federal Authority for Ambulance and Civil Defense, the local authority competent for ambulance and civil defense affairs in the Emirate, or any relevant government entity responsible for dealing with Crises or Disasters. It includes an identification and assessment of the damage resulting from the Crisis or Disaster and indicates the severity of such damage and the scope of impact, in accordance with the approved technical standards and procedures.

Article (3) Conditions of Eligibility for Relief and Emergency Support For an Affected Person to be eligible for Relief and Emergency Support, the following conditions shall be satisfied: 1. The Affected Person shall be a national of the State.

The Affected Person shall be permanently resident in the State, in accordance with the permanent residence controls set forth in the aforementioned Cabinet Resolution No. (57) of 2025. 3. The Affected Person shall be a Beneficiary of Social Support or of support programs provided by local government entities. 4. The affected residence shall be located within the State. 5. The occurrence of the losses or damage shall be established by a Damage Assessment Report. 6. The losses or damage shall not have occurred as a result of negligence, infringement, omission or an intentional act. 7. The Affected Person shall not have received Relief and Emergency Support from any other entity in the State. 8. The data and documents submitted to the Ministry for the purpose of requesting the disbursement of Relief and Emergency Support shall be correct.

Article (5) Property Not Covered by Relief and Emergency Support Relief and Emergency Support shall not cover losses or damage sustained by the following property: 1. Property designated for carrying on commercial, industrial, professional or craft activities, and the like. 2. Vessels and fishing boats. 3. Vehicles of all types.

Antiques, paintings, chandeliers and the like. 8. Books, publications, papers, documents, and private records. 9. Personal belongings, including clothing, jewelry and valuables. 10. Vehicle parking spaces, swimming pools and their appurtenances.

Article (6) Controls for Disbursing Relief and Emergency Support 1. Relief and Emergency Support shall be disbursed in the name of the Affected Person who is the owner of the residence. 2. Where ownership of the residence has devolved upon the heirs but remains registered in the name of the deceased predecessor, the Ministry shall disburse Relief and Emergency Support to the heirs in accordance with its applicable procedures. 3. Where the residence is leased, Relief and Emergency Support shall be disbursed to the Affected Person to the extent of the verified damage sustained by their property. 4. Where the Affected Person receives compensation from any other entity in the State in respect of the same damage and the amount of such compensation is less than the amount of support assessed in accordance with the provisions of this Resolution, the Ministry shall disburse the difference between the assessed amount of support and the amount of compensation received by the Affected Person. 5. Where the Ministry establishes that the Affected Person has received Relief and Emergency Support on the basis of incorrect data or documents, the Ministry shall recover the full amount of support disbursed to the Affected Person in accordance with its applicable procedures, without prejudice to civil and criminal liability, where applicable.

Article (7) Application for Relief and Emergency Support 1. The Affected Person shall submit an application to the Ministry for Relief and Emergency Support using the form approved thereby, accompanied by the data and documents supporting the application, within thirty (30) days from the date on which the Crisis or Disaster occurred. 2. The Minister shall issue a Resolution specifying the data, documents, and procedures required for submitting an application for Relief and Emergency Support. 3. The Ministry shall decide on the application for Relief and Emergency Support within seven (7) working days from the date of submission of an application satisfying all requirements. Where such period expires without a response from the Ministry, the application shall be deemed rejected. 4. When submitting the application, the support applicant shall disclose any compensation that they have previously received or are entitled to receive from any other entity in respect of the same damage.
