The MOHRE offer letter is the standard-form job offer a mainland UAE employer must issue and have the candidate sign before a work permit can be processed. Its legal weight is the point: the formal employment contract registered with the ministry must mirror the signed offer's terms — salary, role, contract type, benefits — and the employer cannot lawfully substitute worse terms after the employee arrives or starts. This rule exists to stop contract substitution, a historic abuse where workers recruited abroad signed one deal and were handed another in the UAE.
