    Article 1

    Article (1) Definitions For the purposes of implementing the provisions of this Resolution, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise: The United Arab Emirates. : State The Ministry of Foreign Affairs and International Cooperation. : Ministry The National counter-terrorism Committee, established pursuant to the aforementioned Federal Law No. (7) of 2014. : Committee The Chairman of the Committee. : Chairman

    Article 2

    Article (2) Composition of the Committee a. The Committee shall be formed under the chairmanship of a representative of the Ministry and the membership of representatives from the following entities: 1. Ministry of Interior. 2. General Command of the Armed Forces. 3. The Supreme Council for National Security. 4. State Security Department. 5. State Security Department- Dubai. b. The Committee may seek the assistance of any advisors and experts it deems appropriate, provided that they shall have no voting rights in respect of its decisions.

    Article (3) a. The Committee shall elect from among its members a Vice-Chairman, who shall act in place of the Chairman in their absence or the vacancy of the position. b. The Committee may form, from among its members, subcommittees to carry out certain tasks within its competence, provided that such subcommittees shall submit reports on the results of their work to the Committee for approval.

    Article 4

    Article (4) Competences of the Committee The Committee shall undertake the following functions and competences: 1. Coordinating with the competent authorities in the State in all matters relating to counter- terrorism. 2. Exchanging information on any operation related to one of the crimes specified in Federal Law No. (7) of 2014 Regarding Combating Terrorist Crimes, in coordination with the competent authorities in the State. 3. Proposing legislation, regulations, and procedures related to counter-terrorism.

Following up on the implementation of Security Council resolutions related to counter- terrorism and other relevant international resolutions, in coordination with the competent authorities in the State. 5. Preparing reports on the State’s situation and the efforts exerted thereby in the field of counter-terrorism and submitting them to the Security Council counter-terrorism Committee, and responding to all inquiries received from this Committee and other concerned authorities in coordination with the competent authorities in the State. 6. Exchanging information on counter-terrorism with similar entities in other countries, the United Nations, and other international and regional organizations, in coordination with the competent authorities in the State. 7. Participating in regional and international meetings, conferences, and seminars related to terrorism issues. 8. Any other functions related to counter-terrorism that are assigned to the Committee by the Cabinet.

    Article 5

    Article (5) Committee Meetings a. The Committee shall hold its meetings upon an invitation from the Chairman at least once a month or whenever necessary, and the meeting shall not be valid unless half of the Committee members are present, including the Chairman or the Vice-Chairman among them. b. The Committee shall issue decisions by a majority vote of the members present, and in the event of a tie, the meeting chair shall have the casting vote. The committee's decisions shall be recorded in minutes to be signed by the meeting chair and the members present. c. The Committee shall have a rapporteur, appointed by the Chairman, who shall be responsible for preparing the Committee's meetings and recording the minutes of its sessions, without having the right to vote.

    Article 6

    Article (6) Mechanism of the Committee's Work a. The Committee shall prepare an agenda for its meetings that includes all topics to be discussed at the meeting. The agenda shall be distributed to all members in a timely manner prior to the meeting so that members can review it and prepare for the meeting. b. The Committee shall document and record all its work and discussions in the minutes of the meetings, which shall be approved by the Chairman or, in their absence, by the Vice- Chairman. c. All decisions and recommendations issued by the Committee shall be recorded and referenced in the minutes of the meetings.

    Article 7

    Article (7) Issuance of Executive Resolutions The Minister of Foreign Affairs and International Cooperation shall issue the necessary resolutions to implement the provisions of this Resolution.

    Article 8

    Article (8) Repeals Cabinet Resolution No. (1) of 2009 Regarding the Formation of the National Committee for Combating Terrorism is hereby repealed, as well as any provision that contradicts or conflicts with the provisions of this Resolution.

    Article 9

    Article (9) Publication and Entry into Force This Resolution shall enter into force from the date of its issuance and shall be published in the Official Gazette. Mohammed bin Rashid Al Maktoum Prime Minister Issued by Us: On: 29 Shawwal 1437 A.H. Corresponding to: 3 August 2016 A.D.
