Executive Council: The Executive Council of the Emirate of Dubai. MBRKF: The Mohammed bin Rashid Al Maktoum Knowledge Foundation. Chairman: The chairman of the MBRKF. CEO: The chief executive officer of the MBRKF. Advisory Board: The advisory board of the MBRKF. Application of the Law

Article (3) a. The provisions of this Law will apply to the Mohammed bin Rashid Al Maktoum Foundation established pursuant to the above-mentioned Law No. (5) of 2008 as a public corporation having legal personality, and the legal capacity required to undertake the acts and dispositions that ensure the achievement of its objectives. The MBRKF is hereby affiliated to the Mohammed bin Rashid Al Maktoum Global Initiatives Foundation established pursuant to the above-mentioned Law No. (33) of 2015. b. The name “Mohammed bin Rashid Al Maktoum Foundation” is hereby replaced by “Mohammed bin Rashid Al Maktoum Knowledge Foundation”, wherever mentioned in any legislation in force in the Emirate. Article (6) For the purpose of achieving its objectives, the MBRKF will have the duties and powers to: 1. design and manage programmes for the creation and support of an advanced knowledge base; 2. support the programmes aimed at producing all types of knowledge; 3. offer scholarships and human development programmes; 4. develop a new generation of leaders in the government and private sectors and hone their skills in various scientific fields; 5. develop investment-oriented thinking amongst the younger generation with a view to promoting their creativity and entrepreneurship skills by launching specialised programmes and establishing funds in support of these activities; 6. sponsor and support the general policies, scientific research, specialised reports, and case studies on knowledge production, and entrepreneurship and human capital development; 7. establish companies, establishments, or investment projects, either solely or in partnership with other persons, in fields that are relevant to the work of the MBRKF; 8. sponsor local and international awards in culture, literature, knowledge, and science; 9. organise or participate in events, exhibitions, conferences, and workshops in fields that are relevant to the achievement of the objectives of the MBRKF; 10. issue periodic reports and bulletins in fields that are relevant to the work of the MBRKF; 11. offer specialised and advanced programmes designed to support and promote authorship, translation, and publication; and to encourage reading; and 12. perform any other duties required for the achievement of its objectives.

Article (8) a. A Chairman will be appointed to the MBRKF pursuant to a decree of the Ruler. b. The Chairman will undertake general supervision of the work of the MBRKF, and ensure the achievement of its objectives under this Law. In particular, the Chairman will have the duties and powers to: 1. approve the general policy and the work plans and programmes of the MBRKF; 2. approve the draft annual budget and Final Accounts of the MBRKF; 3. approve the organisational structure of the MBRKF; 4. approve the resolutions regulating the administrative, financial, and technical work of the MBRKF; 5. approve the initiatives, programmes, and projects that are relevant to the objectives of the MBRKF; and 6. exercise any other duties or powers assigned to him by the Ruler or the Chairman of the Executive Council. c. The Chairman may delegate any of his powers under paragraph (b) of this Article to the CEO, provided that this delegation is specific and in writing. Appointment and Functions of the CEO

Article (9) a. A CEO will be appointed to the MBRKF pursuant to a resolution of the Chairman of the Executive Council.

The CEO will manage the MBRKF and ensure that its executive body achieves the objectives of the MBRKF. In particular, the CEO will have the duties and powers to: 1. develop the general policy, strategic plans, and work programmes of the MBRKF; submit the same to the Chairman for approval; and follow up implementation of the same upon approval; 2. prepare the draft annual budget and Final Accounts of the MBRKF, and submit the same to the Chairman for approval and subsequent adoption by the competent entities; 3. prepare the organisational structure of the MBRKF, and submit the same to the Chairman for approval and subsequent adoption by the competent entities; 4. represent the MBRKF before third parties and execute contracts, agreements, and memoranda of understanding, in fields that are relevant to the work of the MBRKF, with local, regional, and international entities. 5. draft the resolutions regulating the administrative, financial, and technical work of the MBRKF, and submit the same to the Chairman for approval; 6. supervise the work of the executive body of the MBRKF and appoint competent and specialised Employees; 7. propose initiatives, programmes, and projects that are relevant to the objectives of the MBRKF, and present the same to the Chairman for approval; 8. prepare periodic reports on the achievements and activities of the MBRKF, and present the same to the Chairman to take the appropriate action in this regard; and 9. exercise any other duties or powers, required for the achievement of the objectives of the MBRKF, as assigned or delegated to him by the Chairman. c. The CEO may delegate any of his duties under paragraph (b) of this Article to any of the MBRKF Employees, provided that this delegation is specific and in writing. Advisory Board of the MBRKF

Article (11) The Advisory Board will have the duties and powers to: 1. consider the policies and strategic plans of the MBRKF, and the programmes and initiatives required for their implementation; 2. identify the requirements and priorities of the scientific and research work that the MBRKF will support; 3. provide technical advice on the scientific methodologies and concepts that are relevant to the work of the MBRKF; 4. submit technical proposals aimed at achieving continued development of the MBRKF’s creativity and leadership capacity in conducting its work, and at keeping abreast with the latest technical and technological developments in this respect; 5. draft the terms of reference of the Advisory Board, and submit the same to the Chairman for approval; and 6. perform any other duties assigned to it by the Chairman or the CEO.
