    Article (1) The following words and expressions, wherever mentioned in this Decree, will have the meaning indicated opposite each of them unless the context implies otherwise: Emirate: The Emirate of Dubai. Ruler: His Highness the Ruler of Dubai. Deputy Ruler: His Highness Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, the Deputy Ruler of Dubai. DRO: The office of His Highness the Deputy Ruler of Dubai, established pursuant to this Decree. Director: The director of the DRO. ©2020 The Supreme Legislation Committee in the Emirate of Dubai 1 Every effort has been made to produce an accurate and complete English version of this legislation.     Article 2

    Article (2) Pursuant to this Decree, an office named the “Office of His Highness the Deputy Ruler of Dubai” is established to manage the affairs and work of the Deputy Ruler. The DRO will have legal personality and the legal capacity required to undertake the acts and dispositions that ensure the performance of its duties and powers under this Decree and the resolutions issued in pursuance hereof.     Article (3) The head office of the DRO will be located in the Emirate. Functions of the DRO

    Article 4

    Article (4) The DRO will provide all forms of support and assistance to the Deputy Ruler to enable Him to exercise the duties and powers assigned to Him by the Ruler and pursuant to the legislation in force in the Emirate. In particular, the DRO will have the duties and powers to: 1. manage the affairs and work of the Deputy Ruler within and outside of the Emirate; 2. follow up and perform the duties assigned to it by the Deputy Ruler, and coordinate with the concerned entities to ensure achievement thereof; 3. consider any matters based on the Deputy Ruler’s directives, and submit the required reports in respect thereof; 4. prepare and make arrangements for the Deputy Ruler’s participation in local and international meetings, conferences, and official visits; and 5. exercise any other duties or powers assigned to it by the Deputy Ruler.     Article (5) a. A Director will be appointed to the DRO pursuant to a resolution of the Deputy Ruler. b. The Director will supervise the management of the DRO, and administer its affairs. The Director will be directly responsible to the Deputy Ruler for ensuring the exercise by the DRO of its duties and powers under this Decree and the resolutions issued in pursuance hereof. In particular, the Director will have the duties and powers to: 1. arrange and organise the agenda of the Deputy Ruler;

    Decree No. (6) of 2018 Establishing the Office of His Highness the Deputy Ruler of Dubai Page 3 of 4 2. prepare reports on the matters considered by the DRO, and submit the same to the Deputy Ruler to give the relevant directives; 3. submit to the Deputy Ruler periodic reports on the outcomes of the work and accomplishments of the DRO, the obstacles encountered by the DRO, and the solutions and proposals recommended by the DRO; 4. follow up, in coordination with the concerned entities, the implementation of the Deputy Ruler’s directives; and submit the relevant required reports to the Deputy Ruler to give further relevant directives; 5. supervise the performance and follow up the work of the executive body of the DRO; 6. represent the DRO before third parties; and 7. exercise any other duties or powers assigned to him by the Deputy Ruler.     Article 6

    Article (6) The DRO will have an executive body comprised of the Director and a number of employees to whom Law No. (27) of 2006 Concerning Management of the Government of Dubai Human Resources and its amendments will apply. Financial Resources of the DRO

    Article (7) The Department of Finance must provide the financial resources required to enable the DRO to perform its duties and functions under this Decree and the resolutions issued in pursuance hereof. Cooperation with the DRO

    Article (8) All concerned entities in the Emirate must fully cooperate with the DRO, and provide all forms of support and assistance that the DRO requires and that enable it to perform the duties and functions assigned to it under this Decree and the resolutions issued in pursuance hereof.     Article 10

    Article (10) This Decree comes into force on the day on which it is issued, and will be published in the Official Gazette. Mohammed bin Rashid Al Maktoum Ruler of Dubai Issued in Dubai on 30 January 2018 Corresponding to 13 Jumada al-Ula 1439 A.H.
