Article (7)
a. The CEO will supervise the daily work of the HHC; manage and administer its affairs;
be responsible for implementing the HHC policies; and exercise the powers and
authority required for the achievement of the HHC objectives. The CEO will, in
particular, have the duties and power to:
1. propose the general policy and the strategic, development, and operational plans
of the HHC; submit the same to the Director General for approval; and follow up
their implementation;
2. propose the work plans and programmes of the HHC; submit the same to the
Director General for approval; and review these plans and programmes and assess
the progress of their implementation on an annual basis;
3. set the strategic goals of the HHC and the procedures required to oversee the
implementation of these goals; and get the same approved by the Director
General. The goals must be reviewed, and compliance with them must be
assessed, on an annual basis;
4. take the necessary action to ensure compliance by the HHC with the legislation in
force in the Emirate, with the resolutions and regulations issued in pursuance
thereof, and with any other legislation related to the work and activities of the
HHC;
5. propose the organisational structure of the HHC and submit the same to the
Director General for approval;
6. propose the annual budget and the financial statements of the HHC, and submit
the same to the Director General for approval as part of the annual budget of the
Office;
7. supervise performance by the executive body of the HHC of the duties assigned to
it pursuant to the approved bylaws and regulations;
8. implement, or follow up the implementation of, the resolutions, policies, plans, and
programmes of the HHC;

9. approve financial transactions, including bank remittances and cheques, subject to
the financial regulations and bylaws adopted by the Office and the delegation of
powers matrix approved by the Director General;
10. form permanent or temporary sub-committees and work teams to assist him in
performing his duties and achieving the objectives of the HHC; and determine the
duties, powers, and tenures of these sub-committees and work teams and the
remuneration of their members;
11. sign, in the HHC name and on its behalf, contracts, agreements, and memoranda
of understanding, in accordance with the relevant powers conferred on him by the
Office;
12. supervise the organisational units of the HHC, prepare periodic and annual reports
on the progress of their work, and submit these reports to the Director General;
and
13. exercise any other duties or powers related to the objectives of the HHC, as
assigned to him by the Director General.
b. The Director General may delegate any of his powers under paragraph (a) of this
Article to the CEO or deputy CEO, provided that such delegation is specific and in
writing.
c. The CEO may delegate any of his powers under paragraph (a) of this Article to the
deputy CEO, provided that such delegation is specific and in writing.
Financial Resources of the HHC
