Article (1) Articles (2) and (6) of the Original Decree are hereby superseded by the following:

Article (2) The objectives of the DRCC are to care for, rear, and train horses; and to organise horse races in the Emirate of Dubai. For this purpose, the DRCC may: 1. own and manage the Dubai Racing Club (an already existing club) and any other facilities to be established by the DRCC (collectively referred to hereinafter as the "Club"); and own and manage any other horse racing facilities or clubs inside or outside of the Emirate of Dubai; 2. develop, promote and encourage the sport of horse racing with a view to reaching international standards; 3. adopt international principles and standards relating to the sport of horse racing; ©2019 The Supreme Legislation Committee in the Emirate of Dubai 1 Every effort has been made to produce an accurate and complete English version of this legislation. Decree No. (13) of 2013 Amending Decree No. (1) of 2006 Establishing a Public Corporation Named the “Dubai Racing Club” Page 2 of 3 4. organise local and international horse racing competitions in coordination with the concerned government entities; 5. draft and develop the regulations, bylaws, and rules governing the sport of horse racing and horse racing competitions; 6. own, take lease of, manage, and invest in real property and facilities required for achieving the DRCC objectives; 7. borrow funds to achieve its objectives, in accordance with the relevant legislation in force; 8. invest its property in any manner it deems appropriate, and establish or hold shares in companies; 9. establish the standards and rules for licensing equestrian establishments and related activities in the Emirate of Dubai, including tourist stables, in coordination with the concerned government entities in the Emirate of Dubai; 10. establish the specifications, standards, and rules for licensing horse transport vehicles in the Emirate of Dubai in coordination with the concerned government entities in the Emirate of Dubai; and 11. engage in any business which is directly or indirectly related or conducive to achieving its objectives.

Article (2) The DRCC board of directors will issue the regulations, resolutions, and instructions required for the implementation of the provisions of this Decree.

Article (3) This Decree comes into force on the day on which it is issued, and will be published in the Official Gazette. Mohammed bin Rashid Al Maktoum Ruler of Dubai Issued in Dubai on 28 April 2013 Corresponding to 18 Jumada al-Thaniyah 1434 A.H.

Article (6) a. The executive body of the Club will be comprised of an executive director and a number of administrative and technical employees. b. The executive director will be appointed, and his salary and other financial benefits will be determined, pursuant to a resolution of the board of directors of the DRCC. The executive director will be directly responsible to the board of directors for performing the duties assigned to him under this Decree and other legislation in force, and for performing any other duties assigned to him by the board of directors. c. The personnel affairs of the executive body of the Club, including appointment and dismissal of employees; their rights and duties; and other relevant matters, will be determined pursuant to special regulations issued by the DRCC board of directors in this respect.
