Article (1) The following words and expressions will have the meaning indicated opposite each of them unless the context implies otherwise: UAE: The United Arab Emirates. Ruler: His Highness the Ruler of Dubai. Deputy Ruler: His Highness the Deputy Ruler of Dubai. Government: The Government of Dubai. HBRAMS: The Sheikh Hamdan bin Rashid Al Maktoum Award for Medical Sciences. Board of Trustees: The board of trustees of the HBRAMS.

Article (2) Pursuant to this Decree, an award named the "Sheikh Hamdan bin Rashid Al Maktoum Award for Medical Sciences" is established. The HBRAMS will have legal personality and the full capacity to act in accordance with its objectives, its charter, and the provisions of this Decree.

Article (4) The HBRAMS will have the following objectives: 1. to recognise UAE-national researchers who develop outstanding medical research papers that serve the community and enrich scientific research; 2. to recognise individuals, universities, institutions, and research centres all over the world for their outstanding contributions and unique achievements in the field of medicine; 3. to recognise institutions and individuals who provide voluntary medical services with a view to alleviating the suffering of those affected by natural disasters, destructive wars, epidemics, and famines; 4. to enhance communication between physicians in the UAE and international medical centres to benefit from the expertise of these centres; and 5. to publish medical research.

Article (5) The HBRAMS will be financed by the Government, and may accept grants, gifts, and bequests.

Article (6) The HBRAMS will be managed in accordance with this Decree, its charter, and the bylaws issued in pursuance thereof.

Article (7) The HBRAMS will be managed by a Board of Trustees comprised of not less than seven (7) and not more than eleven (11) members known for their competence and integrity. The Board of Trustees will be formed pursuant to a resolution issued by the Deputy Ruler. The resolution will name the chairman, vice chairman, secretary general, and treasurer of the Board of Trustees and will determine the term of their membership.

Article (8) The Board of Trustees is the authority responsible for managing the HBRAMS, and will have planning and supervisory powers, including developing the HBRAMS general policy in a manner that achieves its objectives. For these purposes, the Board of Trustees will:

Decree No. (5) of 1999 Establishing the Sheikh Hamdan bin Rashid Al Maktoum Award for Medical Sciences Page 3 of 4 1. draft the charter of the HBRAMS and submit the same to the Deputy Ruler for approval; 2. develop the bylaws regulating the work of the Board of Trustees and submit the same to the Deputy Ruler for approval; 3. propose the annual draft budget of the HBRAMS and submit the same to the Deputy Ruler for approval; 4. form the general secretariat of the HBRAMS; and develop the bylaws regulating the general secretariat’s work and determining its organisational structure and relevant job descriptions, its terms of reference, and the remunerations of its employees; 5. determine the general and special eligibility criteria for nomination for the HBRAMS awards and selection of winners; and consult on the same, where required, with any specialised scientific entity; 6. form scientific and technical committees; determine their duties; issue the bylaws regulating the work of these committees; and determine the remunerations and benefits of their members; 7. select the institutions, universities, research centres, or individuals to whom the HBRAMS awards will be granted, in consultation with the relevant scientific or technical committee; and 8. perform any other duties assigned to the Board of Trustees by the Deputy Ruler.

Article (9) Nomination for the HBRAMS awards is open to all individuals, groups of individuals, universities, institutions, and research centres, wherever they are based. Nomination for and granting of the awards will be in accordance with the provisions of this Decree, the charter, and the bylaws issued in pursuance thereof.

Article (10) The HBRAMS awards will be granted once every two (2) years.

Article (11) The establishment of the HBRAMS will be announced through registration with the DED, and it will commence its work as of the date of that registration.

Decree No. (5) of 1999 Establishing the Sheikh Hamdan bin Rashid Al Maktoum Award for Medical Sciences Page 4 of 4 Every two (2) years, the HBRAMS will provide His Highness the Ruler's Court with the names of members of the Board of Trustees; and with a copy of its annual report and financial statements attested by a certified auditor.

Article (13) Where the property of the HBRAMS is used for any purpose that contradicts with its objectives or in case of gross mismanagement of the HBRAMS or violation of this Decree, the Deputy Ruler may issue a resolution dissolving the Board of Trustees and appointing a new Board of Trustees to replace it.

Article (14) The HBRAMS will be exempt from all taxes and all government, municipal, and customs fees and duties.

Article (15) This Decree comes into force on the day on which it is issued, and will be published in the Official Gazette. Maktoum bin Rashid Al Maktoum Ruler of Dubai Issued in Dubai on 10 April 1999 Corresponding to 24 Thu al-Hijjah 1419 A.H.
