    المادة 1

    Article (1) Definitions For the purposes of implementing the provisions of this Resolution, the following terms and expressions shall have the meanings assigned to each of them, unless the context requires otherwise: State : The United Arab Emirates. Council : The UAE Council for Integrative Medicine. Chairman : The Chairman of the Council. General Secretariat : The General Secretariat of the Council. Secretary-General : The Secretary-General of the Council. Modern Medicine : Medical practices characterized by evidence-based approaches and treatments, and by the diagnosis and treatment of diseases through scientifically tested methods, and is primarily based on clinical research, technological advancement, and standardized education and training of healthcare professionals.

    Cabinet Resolution of 2025 Regarding the Establishment of the UAE Council for Integrative Medicine 2 Traditional Medicine : Practices based on the theories of different cultures as well as scientific experience, used for diagnosis, prevention, treatment, and the promotion of public health. Complementary Medicine : Practices that are not considered modern medicine and that play a supportive role in healthcare. Integrative Medicine : A multidisciplinary approach that thoughtfully combines modern medicine, traditional medicine, and complementary medicine, in a well-considered manner, to provide appropriate care for each individual according to their condition and needs. Integrative medicine offers a deeper concept and a broader, more comprehensive medical vision aimed at improving health, preventing disease, and diagnosing and treating illnesses through safe methods. It focuses on the interconnection between mind, spirit, and body, and on identifying and addressing the causes of disease rather than merely tracking and treating symptoms.

    Article (2) Objectives of the Council The Council shall aim to achieve the following: 1. Promote the concept of integrative medicine based on the integration of modern, traditional, and complementary medicine. 2. Govern the integrative medicine ecosystem in the State, enhance awareness of and recognition therefor, build capacities and talents, and promote research and innovation in this field. 3. Enhance the State’s leadership in the field of integrative medicine and stimulate investment and cooperation between the public and private sectors in this field. 4. Strengthen coordination between relevant federal and local government entities in support of achieving the Council’s objectives.

    Article (3) Establishment of the Council Pursuant to the provisions of this Resolution, a council named the “Emirates Council for Integrative Medicine” is hereby established. The Council shall enjoy legal personality, financial and administrative independence, and the legal capacity necessary to undertake all acts and legal dispositions that ensure the achievement of its objectives and the exercise of its competences. The Council shall report to the Cabinet.

    Article (4) Headquarters of the Council The headquarters of the Council shall be in the Emirate of Abu Dhabi. By a decision of the Chairman, branches or offices of the Council may be established inside or outside the State.

    Article (5) Competences of the Council In pursuit of its objectives, the Council shall exercise the following competences: 1. Propose general directions, policies, legislation, strategies, initiatives, performance indicators, and targets relating to the integrative medicine ecosystem in the State, ensuring integration between modern, traditional, and complementary medicine practices and services, expanding their scope within a unified, safer, and more efficient patient journey, and follow up on their implementation, in coordination with the concerned authorities, after approval by the Cabinet. 2. Develop national guidelines and manuals based on the integration of integrative medicine pathways and protocols within priority areas, and follow up on their implementation, in coordination with the concerned authorities, after approval by the Cabinet. 3. Coordinate with the concerned authorities to prepare and implement programs, initiatives, and funding mechanisms aimed at supporting wider adoption of integrative medicine protocols within the healthcare system, and encouraging scientific research and trials on complementary therapies most closely aligned with the priorities of the State’s

Coordinate with the concerned authorities to prepare and implement initiatives necessary to raise awareness and provide education on integrative medicine, and to enhance the confidence of patients and healthcare providers in its usefulness and effectiveness. 5. Coordinate with the concerned authorities to prepare and implement programs and initiatives necessary to build current and future talents and capacities within the healthcare workforce, provide educational specializations in integrative medicine fields, and integrate integrative medicine into educational and training curricula for healthcare providers, in accordance with applicable procedures. 6. Coordinate with the concerned authorities to prepare and implement programs and initiatives necessary to attract leading investments in the fields of integrative therapies, thereby positioning the State as a regional and global hub for integrative medicine. 7. Conduct studies and research related to integrative medicine fields, including monitoring and analyzing regional and international phenomena, risks, and trends, and submit the necessary recommendations and measures thereon to the Cabinet. 8. Provide advice and guidance to federal, local, and concerned authorities, and coordinate their efforts to ensure the implementation of integrative medicine strategies and initiatives in the State and the achievement of their targets. 9. Monitor the results and impact of implemented integrative medicine policies, strategies, and initiatives, and their health and economic returns, including progress achieved in key performance indicators and targets, and submit periodic reports and necessary recommendations thereon to the Cabinet. 10. Establish and organize a comprehensive database of information and data relating to the Council’s competences, in coordination with the concerned authorities. 11. Propose accession to international treaties and conventions, and propose memoranda of understanding and partnership agreements with States and leading regional and international organizations and bodies in the fields of regulation, education, and recognition of integrative medicine, in coordination with the Ministry of Foreign Affairs and the concerned authorities. 12. Coordinate with the Ministry of Foreign Affairs and the concerned authorities to represent

Organize local and international conferences, seminars, and workshops relating to integrative medicine, in coordination with the relevant entities in the State. 14. Any other competences conferred upon it pursuant to laws, regulations, or Cabinet resolutions.

    Article (6) Formation of the Council The Council shall be formed of the Chairman and a number of members. A Cabinet resolution shall be issued forming the Council and appointing the Chairman, upon the proposal of the Chairman of the Presidential Court. 1. The term of membership on the Council shall be (3) three years, automatically renewable for similar terms, unless the Cabinet issues a resolution to reconstitute it. 2. The Council may seek the assistance of any experts and specialists as it deems appropriate, and form the necessary committees and working teams to assist it in the performance of its duties. 3. The Chairman shall issue the Council’s rules of procedure, including the mechanism for convening meetings and adopting decisions. A Cabinet resolution shall determine members’ remuneration and the mechanism for its disbursement, upon the proposal of the Chairman.

    Article (7) Powers of the Chairman The Chairman shall supervise the implementation of the Council’s competences and shall have all powers necessary to enable the Council to achieve its objectives, including the following: 1. Propose the Council’s general policy and strategic direction and supervise their implementation after approval by the Cabinet. 2. Submit proposals and recommendations to the Cabinet regarding policies, legislation,

Approve the draft annual budget and final accounts of the Council and submit them to the Ministry of Finance for inclusion in the unified budget and final accounts laws. 4. Approve the organizational structure of the General Secretariat of the Council and submit it to the Cabinet for approval. 5. Issue the necessary decisions to ensure the proper functioning of the Council, follow up on its achievements, monitor the outcomes of implementing approved policies, strategies, programs, and initiatives, issue directives in this regard, and submit periodic reports to the Cabinet. 6. Appoint one or more external auditors to audit the Council’s accounts, if deemed necessary, and determine their fees. 7. Seek the assistance of any technical experts, scientists, and specialists as deemed appropriate to assist the Council in exercising its competences. 8. Form permanent and temporary committees and working teams of experts and specialists from the concerned authorities, and determine their tasks and rules of procedure. 9. Approve the professional codes of conduct for Council personnel, and the disclosure and governance procedures for Council members and personnel. 10. Conclude agreements and memoranda of understanding relating to the Council’s work, in accordance with the applicable rules and regulations. 11. Any other powers or duties conferred upon the Chairman pursuant to laws, regulations, or Cabinet resolutions. The Chairman may delegate any of their competences or powers to any member of the Council or to the Secretary-General, provided that such delegation is in writing and clearly specified.

    Article (8) The General Secretariat of the Council The Council shall have a General Secretariat responsible for the following competences: 1. Support the Council in preparing and proposing policies, legislation, strategies, plans, and initiatives relating to the integrative medicine system in the State; submit them to the Chairman for the necessary action; monitor the implementation of those approved; and submit periodic reports thereon to the Chairman. 2. Provide support, advice, and assistance to the Council and the Chairman in all matters relating to integrative medicine policies, including the decisions, recommendations, and measures taken for their approval and follow-up. 3. Supervise the conduct of research and studies in the field of integrative medicine, including determining methods and standards for data collection from federal and local authorities, ensuring data standardization, and validating their accuracy. 4. Propose and prepare the organizational structure of the General Secretariat of the Council and submit it to the Chairman. 5. Prepare the draft annual budget and final accounts of the Council, submit them to the Chairman, and follow up on budget execution within approved appropriations. 6. Supervise all financial and administrative activities of the Council in accordance with the applicable financial and administrative regulations and systems, and applicable powers. 7. Propose external auditors for auditing the Council’s accounts and recommend them to the Chairman. 8. Follow up on internal and external audit reports of the Council and the reports of the UAE Accountability Authority, and coordinate with the concerned authorities to address any observations. 9. Prepare the agenda and minutes of meetings of the Council, its committees, and working teams (if any), maintain records and registers relating to meetings, and follow up on the implementation of decisions and directives issued by the Chairman. 10. Correspond with various authorities and represent the Council in communications and the conclusion of agreements with other entities inside and outside the State, under the supervision of the Chairman.

Prepare and submit periodic reports to the Chairman on the progress of work and achievements of the Council, as well as the achievements of its committees and working teams (if any). 12. Provide administrative support, coordination, and organizational follow-up for all meetings relating to the Chairman, as well as on matters submitted to the Chairman. 13. Any other competences assigned by the Chairman.

    Article (9) The Secretary-General 1. The General Secretariat of the Council shall be headed by a Secretary-General, whose appointment and grade shall be determined by a Cabinet resolution. 2. The Secretary-General shall be the legal representative of the Council in its relations with third parties and before the courts, within the powers conferred upon them. The Secretary-General shall manage the Council’s affairs, oversee its daily operations, follow up on the implementation of its decisions, and shall be accountable to the Chairman for the proper functioning of the Council. 3. The Secretary-General shall supervise the organizational units of the General Secretariat, empower them, develop their work plans and key programs, follow up on their achievements and performance outcomes, propose the necessary systems and procedures to improve and develop performance, and submit periodic reports thereon to the Chairman. The Secretary-General may delegate any of their powers to any employee of the General Secretariat deemed appropriate, provided that such delegation is in writing, clearly specified, and approved by the Chairman.

    Article (10) Fiscal Year The fiscal year of the Council shall commence on 1 January and end on 31 December of each year. The first fiscal year of the Council shall commence on the date of entry into force of this Resolution and end on 31 December of the following year.

    Article (11) Financial Resources The financial resources of the Council shall consist of: 1. Annual financial appropriations allocated to the Council in the State’s general budget. 2. Donations, bequests, grants, and contributions made to the Council and approved by the Chairman. 3. Any other resources generated by the Council through the exercise of its competences.

    Article (12) Audit of Accounts 1. The Council shall be subject to the oversight of the UAE Accountability Authority and shall provide it with all data and information it requests relating to its activities. 2. The Chairman of the Council may appoint one or more external auditors to audit the Council’s accounts, if deemed necessary.

    Article (13) Applicable Legislation in the Council The human resources, financial, contractual, accounting, and procurement legislation applicable in the federal government shall also apply to the Council.

    المادة 14

    Article (14) Cooperation of Ministries and Federal and Local Authorities with the Council Federal and local authorities, as well as other concerned authorities, shall cooperate with the Council to achieve the objectives assigned thereto under this Resolution, and shall provide the information and data relating to the integrative medicine system requested by the Council, along with other coordination measures aimed at enabling the Council to achieve its objectives and exercise its competences.

    Article (15) Repeals Any provision that contradicts or conflicts with the provisions of this Resolution is hereby repealed.

    Article (16) Publication and Entry into Force This Resolution shall be published in the Official Gazette and shall enter into force from the day following the date of its publication.
