Article (1) a. The IACAD will, in coordination with the General Secretariat of the Executive Council, determine the organisational level, duties, and functions of the organisational unit referred to in paragraph (a) of this Article. Transfer and Succession

Article (2) a. The following are hereby transferred to the IACAD: 1. all the duties and functions assigned to the DIHQA and its Organising Committee under the Resolution dated 30 December 1998 establishing the DIHQA and approving its Charter, and other legislation in force in the Emirate of Dubai; 2. the ownership of the real property, movables, assets, devices, equipment, and other property of the DIHQA; 3. the Employees of DIHQA who, by the effective date of this Law, are employed by the DIHQA and are deemed by the IACAD essential to enable it to achieve its objectives and perform its duties and functions under the above-mentioned Law No. (2) of 2011, the resolutions issued in pursuance thereof, and other legislation in force in the Emirate of Dubai. These Employees will, in coordination with the Dubai Government Human Resources Department, be placed on grades in accordance with the above-mentioned Law No. (8) of 2018 and the resolutions issued in pursuance thereof; and will retain their existing rights, including the increments and allowances they receive by the effective date of this Law; and 4. the financial appropriations allocated to the DIHQA by the Government of Dubai. b.
