Article (2) The following words and expressions, wherever mentioned in this Law, will have the meaning indicated opposite each of them unless the context implies otherwise: Emirate: The Emirate of Dubai. Authority: The State Security Authority in Dubai. Director General: The director general of the Authority. Competent Department: The Department of Protective Systems. Security Service Provider: A natural or legal person who provides Security Services to individuals or to government or non-government entities. ©2015 The Supreme Legislation Committee in the Emirate of Dubai 1 Every effort has been made to produce an accurate and complete English version of this Law. Law No. (10) of 2014 Amending Law No. (24) of 2008 Concerning Security Service Providers and Users Page 2 of 3 Major Commercial Sectors: Vital commercial establishments that are highly exposed to risks or threats due to the type or value of the commodities in which they trade or the services they provide. These include, without limitation, banks, money exchange shops, gold and jewellery shops, hotels, shopping malls, and hospitals. Major Compound: A compound of residential or office units, including buildings, towers, and villa compounds. Public Events: Public ceremonies, gatherings, or shows that are open to the general public or to which the general public or a particular segment of the public is invited. These include, without limitation, religious and national celebrations, festivals, contests, competitions, and sports races. Security System: Any system which is intended to provide security protection through supervision, control, recording, or alarms. These include, without limitation, alarm and closed-circuit television systems. Security Service: Any service which is intended to provide security protection, including without limitation guarding and fund transportation services, to provide security protection training, to sell and install security equipment and systems, or to provide studies and consultations related to maintaining security protection.

Article (6) The Competent Department will have the duties and functions to: 1. determine the requirements and fees for issuing and renewal of licences of Security Service Providers; 2. oversee Security Service Providers and users and determine their liability for any fault or negligence that causes harm to users of Security Services or to third parties; 3. audit the records of Security Service Providers and users; 4. coordinate with the Police departments in charge of maintaining security to identify security needs; and 5. set the technical specifications for security systems, and update these specifications to cope with the relevant technical developments.
