    Article (1) This Law will be cited as “Law No. (9) of 2013 Establishing Al Jalila Cultural Centre for Children”. Definitions

    المادة 2

    Article (2) The following words and expressions, wherever mentioned in this Law, will have the meaning indicated opposite each of them unless the context implies otherwise: UAE: The United Arab Emirates. Emirate: The Emirate of Dubai. Dubai Culture: The Dubai Culture and Arts Authority. Chairman: The chairman of Dubai Culture. AJCCC: Al Jalila Cultural Centre for Children established pursuant to this Law. Board of Trustees: The board of trustees of the AJCCC. Chairperson: The chairperson of the Board of Trustees. CEO: The chief executive officer of the AJCCC. Technical Director: The technical director of the AJCCC. ©2015 The Supreme Legislation Committee in the Emirate of Dubai 1Every effort has been made to produce an accurate and complete English version of this legislation.     Law No. (9) of 2013 Establishing Al Jalila Cultural Centre for Children Page 2 of 7 Cultural Activities: This includes, without limitation, programmes; projects; conferences; symposia; exhibitions; festivals; training courses; functions; performing arts shows; exhibitions for the visual, sound, and writing arts; print and digital media publishing and distribution activities; and any other artistic or cultural activities or creative industries organised by the AJCCC, with local or international participation, in line with achieving the objectives of the AJCCC.     Article (3) Pursuant to this Law, a public corporation named “Al Jalila Cultural Centre for Children” is established. The AJCCC will have legal personality, financial and administrative autonomy, and the legal capacity required to undertake all acts and dispositions that ensure the achievement of its objectives. The AJCCC will be affiliated to Dubai Culture. Head Office of the AJCCC

    Article (4) The head office of the AJCCC will be located in the Emirate. The AJCCC may establish branches and offices within and outside of the Emirate. Objectives of the AJCCC

    Article (5) The AJCCC will have the following objectives: 1. to promote a sense of national loyalty in Emirati children, and to preserve their identity and cultural heritage; 2. to create a child-safe social environment which runs parallel to that of family and school; 3. to foster modernity, modernise national heritage, and present it to children through enjoyable cultural activities; 4. to develop the various abilities and talents of children in the UAE; 5. to raise a generation that is capable of creative interaction in the information age and able to meet the challenges of globalisation, without egocentrism or rejection of other cultures; and 6. to give effect to the role of children’s culture in achieving sustainable human development.

    Article (6) For the purpose of achieving its objectives, the AJCCC may: 1. implement the programmes and initiatives that ensure cooperation of and interaction by all members and institutions of the community in all matters related to promoting children’s awareness of their intellectual and civilisational heritage and of positive social customs, traditions, and values; 2. impart knowledge to children in a creative and original way; 3. develop the artistic, intellectual, and creative talents and abilities of children; refine their interests; and develop their analytical, logical, scientific, and creative thinking skills; 4. help children develop a healthy personality, good leadership and management skills, a love of learning, and the ability to accept responsibility; 5. help children attain healthy physical, mental, and psychological development; 6. conduct research and studies related to developing the talents and culture of children; 7. issue and publish books, magazines, compact discs, and other means of child education; 8. conduct the cultural activities targeted at children, parents, teachers, and educators, with a view to creating an environment conducive to children’s development and their integration into society; 9. conduct cultural activities in schools and form art and culture groups comprising children and others inside and outside the of the AJCCC, in coordination with the respective concerned entities; 10. establish or contribute to establishing investment companies and projects that aim to develop the financial resources of the AJCCC; 11. enter into agreements with individuals, corporations, and companies within and outside of the Emirate in areas that are relevant to the work of the AJCCC; 12. develop the relationship of the AJCCC with local, Arab, regional, and international centres, authorities, unions, and organisations specialising in the cultural affairs of children; 13. join any local, regional, or international association engaged in the cultural affairs of children; and 14. perform any other activities or work required for the achievement of the objectives of the AJCCC.

    Article (7) a. The AJCCC will have a Board of Trustees comprised of a Chairperson appointed pursuant to a decree issued by the Ruler, and a vice chairperson and a number of members known for their experience and competence nominated by a resolution of the Chairperson. b. The Board of Trustees will convene regularly at the invitation of the Chairperson or vice chairperson. Meetings of the Board of Trustees will be valid if attended by the majority of its members, provided that the Chairperson or vice chairperson is in attendance. c. The Board of Trustees will pass its resolutions by majority vote, and in the event of a tie, the chair of the meeting will have the casting vote. Resolutions of the Board of Trustees will be recorded in minutes signed by the chair of the meeting and attending members. Functions of the Board of Trustees

    Article (8) a. The Board of Trustees will undertake general supervision of the activities of the AJCCC and manage its affairs. For these purposes, the Board of Trustees will have the duties and powers to: 1. approve the general policy of the AJCCC and its strategic and development plans, and submit these to the Chairperson for final approval; 2. approve the programmes and time frames required for the implementation of the general policy and strategic plans of the AJCCC; 3. approve the annual budget and final accounts of the AJCCC; 4. approve the administrative, financial, and technical regulations and bylaws that regulate work at the AJCCC, including the employment regulations of the AJCCC; 5. approve the organisational structure of the AJCCC; 6. approve the services, works, projects, and activities performed by the AJCCC; 7. supervise the management of the general policy of the AJCCC and set the priorities for the support provided by the AJCCC in areas related to conducting cultural activities and cultural research and studies on Emirati children; 8. approve the programmes related to securing the necessary funding for the AJCCC from various sources within and outside of the Emirate; 9. lay the foundation for cooperation and coordination with the entities concerned with the cultural affairs of children at the local, regional, and international level;

    Law No. (9) of 2013 Establishing Al Jalila Cultural Centre for Children Page 5 of 7 10. form permanent and temporary committees and determine their duties and powers; 11. approve entering into agreements and memoranda of understanding with organisations, institutions, and authorities specialised in areas related to the objectives of the AJCCC; and 12. perform any other duties related to the objectives of the AJCCC. b. The Board of Trustees may delegate any of its powers provided for in paragraph (a) of this Article to any of its members or to the CEO. Executive Body

    Article (9) a. The executive body of the AJCCC will be comprised of a CEO, a Technical Director, and a number of administrative, financial, and technical employees. b. The rights and duties of employees of the AJCCC and all rules governing their selection and appointment will be determined pursuant to the employment regulations approved by the Board of Trustees for this purpose.     Article (10) a. A CEO will be appointed to the AJCCC pursuant to a resolution issued by the Chairperson. b. The CEO will be directly responsible to the Chairperson for performing the duties assigned to him pursuant to the provisions of this Law and the resolutions issued in pursuance hereof, and the duties assigned to him by the Board of Trustees or the Chairperson.     Article (11) The CEO will have the duties and powers to: 1. propose the policies and strategic, operational, and development plans of the AJCCC, submit these to the Board of Trustees, and take the necessary action to implement them; 2. draft the administrative, financial, and technical regulations and bylaws required to regulate the work of the AJCCC, and submit these to the Board of Trustees; 3. prepare the annual budget and final accounts of the AJCCC, and submit these to the Board of Trustees; 4. supervise the executive body of the AJCCC and the operations, activities, and services performed by the AJCCC;

    Law No. (9) of 2013 Establishing Al Jalila Cultural Centre for Children Page 6 of 7 5. supervise the implementation of projects and programmes organised by the AJCCC; 6. represent the AJCCC before third parties and sign, in its name and on its behalf, any contracts, agreements, and memoranda of understanding; 7. subject to the approval of the Chairperson, open and manage accounts with banks operating within and outside of the Emirate, including accounts for financing the cultural programmes, initiatives, and activities undertaken by the AJCCC; and 8. perform any other duties assigned to him by the Chairperson or the Board of Trustees.     Article (12) A Technical Director will be appointed to the AJCCC pursuant to a resolution of the Chairperson which will also determine his functions. Financial Resources of the AJCCC

    المادة 13

    Article (13) The financial resources of the AJCCC will consist of: 1. financial support allocated by the Government to the AJCCC in the annual budget of Dubai Culture ; 2. returns on the investment of the movable and immovable property owned by the AJCCC; 3. revenue generated from cultural projects, publications, services, and activities of the AJCCC; and 4. donations, gifts, bequests, aid, endowments, and other resources acceptable to the Chairperson.     Article (14) a. In regulating its accounts and records, the AJCCC will apply the rules and principles of government accounting. b. The financial year of the AJCCC will commence on 1 January and will end on 31 December of each year, except that the first financial year will commence on the date on which this Law comes into force and will end on 31 December of the following year.

    Article (15) Any provision in any other legislation will be repealed to the extent that it contradicts the provisions of this Law. Commencement and Publication
