Article (7)
a. The Director General will supervise the work of the DDE, and ensure that it exercises the
functions assigned to it under the Law, the resolutions issued in pursuance thereof, and
the legislation in force in the Emirate. In particular, the Director General will have the
duties and powers to:
1. approve, and supervise the implementation of, the general policy and strategic and
operational plans of the DDE;
2. approve the organisational structure, draft annual budget, and financial statements
of the DDE; and submit the same to the competent entities in the Emirate for final
approval;
3. approve the projects, programmes, and initiatives of the DDE;
4. approve the legislation required for enabling the DDE to achieve its objectives, and
submit the same to competent entities in accordance with the relevant procedures
adopted by these entities;
5. approve the resolutions and bylaws regulating the administrative, financial, and
technical work of the DDE;
6. appoint financial auditors, and experts and specialists in the areas related to the
activities of the DDE; and determine their remuneration;
7. approve fees and charges for the services provided by the DDE, and submit the same
to the competent entities in the Emirate for final approval;
Local Government
Entity:
Any of the departments, public agencies and corporations, councils,
authorities, or other entities affiliated to the Government, including
the authorities supervising Special Development Zones and free
zones.

8. approve partnership projects with Government Entities and the private sector, and
attract sponsors to fund the programmes, initiatives, and projects implemented by
the DDE;
9. form permanent and temporary committees and work teams, and determine their
functions and terms of reference;
10. approve the annual report of the DDE, and submit the same to the Executive Council;
and
11. exercise any other duties or powers assigned to him by the Executive Council.
b. The Director General may delegate any of his duties and powers under paragraph (a) of
this Article to the CEO, provided that such delegation is specific and in writing.
