Article (6)
For the purpose of achieving its objectives, the DCAS may:
1. develop, update, and oversee, in coordination with the concerned entities, the
implementation of, the policies and comprehensive strategic plans related to Ambulance
Services in the Emirate;

2. contribute to setting and developing an integrated strategy, and a standardised crisis and
disaster management policy in the Emirate;
3. manage and operate a command and control centre for Ambulance Services in the Emirate;
4. provide and regulate Ambulance Services within the Emirate. The DCAS may provide
Ambulance Services outside of the Emirate in case of national disasters or crises, or upon the
request of federal or local authorities in the UAE;
5. provide free Ambulance Services at official events organised by Government entities;
6. provide Ambulance Services at sports, economic, social, and other events organised in the
Emirate for the relevant fees prescribed by the DCAS;
7. propose the legislation that contributes to improving the level of Ambulance Services in the
Emirate, and submit the same to the competent entities for consideration and approval;
8. propose fees and charges for the services rendered by the DCAS, and submit the same to the
competent entities for approval;
9. increase awareness among members of the community of First Aid and the importance of
Ambulance Services in protecting human life and safety; and organise and supervise volunteer
work in the field of Ambulance Services;
10. authorise Establishments to provide Ambulance Services in the Emirate in accordance with
the legislation in force;
11. grant, in accordance with the relevant rules and standards adopted by the DCAS, “no-
objection” certificates to issue licences to ambulance vehicles authorised to operate in the
Emirate;
12. license Professionals working in Establishments in accordance with the relevant rules and
standards adopted by the DCAS;
13. authorise, in accordance with the relevant rules and standards adopted by the DCAS, basic
and advanced First Aid training centres to provide their services in the Emirate;
14. audit, supervise, and take the necessary action in respect of Establishments and Professionals
in accordance with the legislation in force in the Emirate;
15. establish an academy specialising in developing and providing academic and training
programmes in all fields of Emergency Medicine and Ambulance Services, and award the
relevant academic certificates;

16. prepare and provide the concerned entities with manuals, guidelines, and instructions on the
provision of First Aid services at various work sites in the Emirate;
17. cooperate and participate with entities and individuals within and outside of the Emirate in
all matters related to its work; and conclude the required contracts, agreements, and
memoranda of understanding;
18. participate in local and international conferences and specialised workshops on the provision
of Ambulance Services, and organise such conferences and workshops in the Emirate; and
19. perform any other duties required for the achievement of its objectives.
