الأمر الجزائي قرار جزائي مبسط تصدره النيابة العامة (أو القاضي في أحوال معينة) في جرائم بسيطة محددة، بتوقيع غرامة دون جلسة محاكمة. يُخطر المتهم به إلكترونياً، فإما أن يدفع وينتهي الأمر، أو يعترض خلال الميعاد القانوني فتُحال القضية إلى المحكمة لتُنظر بالإجراءات العادية. وتعتمد الإمارات الأوامر الجزائية بكثافة لإنجاز الجرائم كثيرة العدد بسرعة، ومنها مخالفات مرورية وإقامة ومالية بسيطة، كما تُعالج بها بعض مخالفات الشيكات بعد تعديلات قانون الشيكات. وأهميته أنه يختصر شهوراً من الإجراءات في إخطار وسداد، لكن قبوله يبقى تصرفاً جزائياً قد يظهر في التحريات. تواجهه برسالة نصية أو إشعار تطبيق، وقرار الدفع أو الاعتراض قرار قانوني يستحق مشورة عاجلة.

A penal order is a streamlined criminal decision issued by the Public Prosecution (or a judge in some settings) for designated minor offences, imposing a fine without a court hearing. The accused is notified electronically, can pay and close the matter, or object within the legal window — objection sends the case to an ordinary court hearing where the usual procedures apply. The UAE uses penal orders heavily to clear high-volume offences quickly, including various traffic, residency and minor financial offences; several cheque-related contraventions are also handled this way following the cheque law reforms. It matters because it converts what used to be months of criminal proceedings into a notification and a payment — but accepting a penal order is still a criminal disposition, which may surface in record checks. You meet it as a text message or app notification telling you an order was issued; deciding whether to pay or object is a genuine legal decision worth quick professional advice.
