Article (3)
The legislative duties and functions of the Government of Dubai Legal Affairs Department will be
transferred to the SLC. In particular, the SLC will have the duties to:
1. consider and revise, in terms of form and content, all draft regulatory Legislation proposed by the
Government and by Government Entities, provide opinion and advice regarding them, and prepare
or approve draft Legislation;
2. make proposals and recommendations with respect to the amendments and updates that must be
made, from time to time, to the Legislation in force in the Emirate;
3. form technical committees comprising members of legal staff and specialists employed by
Government Entities or by any other entity to consider Legislation in the Emirate and other related
matters;
4. represent the Emirate in committees formed to consider and draft federal legislation;
5. issue bylaws and explanatory memoranda for the local Legislation in force in the Emirate;
6. issue and publish reasoned legal opinions with respect to interpretation of the provisions of the
Legislation in force in the Emirate;

7. provide legal opinion and advice with respect to inquiries submitted to the SLC by the Government
or by Government Entities in relation to legislative provisions;
8. issue regulations to monitor the compliance of Government Entities with the Legislation in force,
follow up implementation of Legislation by Government Entities, prepare periodic reports on the
same, and submit copies of these reports to the Chairman of the Executive Council;
9. represent the Emirate in committees formed to consider and negotiate conventions, treaties, or
memoranda of understanding with foreign entities, and give opinion on the same before acceding
to, signing, or ratifying them;
10. coordinate the organisation of training programmes and courses with Government Entities to
ensure the sound legal understanding proper application of the Legislation in force in the Emirate;
11. publish the Official Gazette of the Government and manage its website;
12. translate into foreign languages the Legislation which the SLC deems necessary or useful to be
translated;
13. maintain the original copies of all Legislation issued by the Ruler;
14. compile, maintain, and archive all Legislation issued by the Government or by Government Entities
in the Emirate; and
15. perform any other duties related to the work of the SLC.
